About this file

This is Addendum Number 1, dated April 16, 2026, to the Request for Proposals for the Parkview Development—Electrical Site Package (Re-Bid), issued by the Columbus Redevelopment Authority in Columbus, Mississippi, and prepared by Atwell & Gent, P.A. The addendum modifies the original March 25, 2026 RFP and consists of two pages with four attachments containing revised distribution assemblies, specifications, and a corrected bill of materials. Key specification changes include replacing fiberglass (FRE) riser conduits with Schedule 80 PVC in Distribution Assemblies UC-2.1F and UC-2.3F, reducing the UC-2.3F riser conduit size from 4 inches to 2 inches, clarifying that transformer pad foundations are contractor-furnished and contractor-installed, and correcting Bid Item #86 from #1/0 to #4/0 wire specification. The project involves installation of electrical distribution materials and infrastructure, including 50 KVA single-phase pad-mounted transformers (13 units), underground primary cable (#4/0 aluminum 15KV UD cable totaling 5,690 feet), secondary cable (3,000 feet of #4/0 aluminum triplex), steel poles (1 30-foot and 15 total 45- and 50-foot poles), overhead wire and cable, distribution equipment, grounding materials, conduit, and various appurtenances as detailed in the comprehensive bill of materials in Appendix C. Prospective bidders must acknowledge receipt of this addendum in their bid forms, with failure to do so potentially resulting in disqualification.

The addendum provides clarifications addressing bidder questions regarding furnishing and installation responsibilities, confirming that the owner furnishes transformers and secondary pedestals (16 units) plus 3,000 feet of 4/0 triplex cable, while the contractor is responsible for furnishing and installing transformer pad foundations (precast concrete), all conduits except riser conduits, Assembly SVC-100, all branch circuits (120V and 240V), lighting fixtures, lighting standards, and lighting foundations. The bill of materials in Appendix C lists owner-furnished materials with required manufacturers and catalog numbers across 18 groups, including steel poles, overhead utility wire, distribution equipment, underground cables, and accessories. No pricing information, award dates, contract term, or submission deadlines are specified in this addendum document; prospective bidders must refer to the original March 25, 2026 RFP for those details and procedures.

CLARIFICATIONS

1. Question: Page 33 73 14-2 states that foundations for single-phase pad-mounted transformers shall be owner-furnished, contractor installed. Will this be a preformed pad provided by someone like Lee’s Precast or will another party be pouring these on-site?

Response: These will be precast and should be Contractor-Furnished, Contractor Installed.

We will issue an Addendum correcting this point.

2. Question: Based on Appendix C, it looks like we will still be responsible for all conduits required except riser conduits. Is this correct?

Response: Correct.

3. Question: Unit SVC-100 does not state owner-furnished, was this done with the intention of the contractor providing materials for that unit?

Response: Correct, this entire Assembly is Contractor-Furnished, Contractor Installed.

4. Question: Based on Appendix C, the only secondary materials I see provided by owner are secondary pedestals and 3000’ of 4/0 triplex. Are both 120V & 240V branch circuits as well as the lighting fixtures & lighting standard to be contractor-furnished?

Response: Correct, all 120V & 240V branch circuits, lighting fixtures, lighting standards, and lighting foundations are Contractor-Furnished, Contractor Installed.
