About this file
This is a technical specifications document for seal systems required for dam gate assemblies under a federal solicitation issued by the U.S. Army Corps of Engineers (USACE), Jacksonville District. The specification document details the materials and dimensions for Seal Assembly S-351, which consists of two distinct seal types: J-type seals for the sides and top, and a rectangular seal for the bottom. The J-type side seals measure 8 feet in length (2 per gate, 6 total for 3 gates), while the J-type top seal measures 20 feet 9¾ inches (1 per gate, 3 total for 3 gates). The rectangular bottom seal has specifications of 4 inches wide by 1 inch thick, measuring 20 feet 9¾ inches in length (1 per gate, 3 total for 3 gates). All seals must be manufactured from Neoprene material with a 60 Durometer hardness rating, with Teflon cladding applied to the top and side seals. Corners where side and top seals meet must be molded and hot vulcanization spliced during manufacturing prior to shipment.
The related solicitation (W19EP26QA015) issued by USACE Jacksonville District requests quotations for five total Dam Gate Seal Assembly Sets—three S-351 sets and two S-354 sets—to be delivered to Clewiston, Florida. The RFQ specifies additional material requirements including tensile strength of 3000 PSI, elongation of 450% minimum, and compression set of 30%, among other performance characteristics. Questions regarding the solicitation were due by July 24, 2026 at 9 AM EST, with proposal responses due by July 31, 2026 at 9 AM EST. Interested vendors should direct inquiries to Contract Specialist Kelly Koger (kelly.l.koger@usace.army.mil) or Contracting Officer Dustin Furrey (dustin.l.furrey@usace.army.mil). The solicitation includes pricing line items for each seal set and estimated shipping costs, with items requiring specialized manufacturing and protective wooden crate packaging for shipment.
