The amendment updates the schedule of events for the procurement, which involves a comprehensive solution including hardware (check-in kiosks, display monitors, printers, barcode readers), web-based software with centralized dashboard capabilities, virtual waiting room functionality, and mobile check-in options to process approximately 2.8 million annual transactions. Key dates have been adjusted as follows: the pre-response conference is scheduled for November 21, 2025, at 10:00 a.m. CT; written questions and comments are due by December 1, 2025, at 2:00 p.m. CT; the state will respond to written questions by December 19, 2025; responses are due January 8, 2026, at 2:00 p.m. CT; technical evaluations will be completed by January 28, 2026; and field testing will occur in three one-week sessions from February 9-13, February 23-27, and March 2-6, 2026. The state will issue a Notice of Intent to Award on March 17, 2026, at 3:00 p.m., with a protest period ending March 25, 2026, and a contractor signature deadline of March 30, 2026, at 2:00 p.m. CT. The contract term runs from July 1, 2026, through June 30, 2029, with potential renewal options.
Evaluation will be based on general qualifications (10 points), technical qualifications and approach (40 points), field test performance (30 points), and cost proposal (20 points). Vendors must meet stringent technical requirements including SOC 2 Type 2 examinations, annual penetration testing, encryption using FIPS 140-2/140-3 standards, and disaster recovery capabilities with one-minute recovery point objective and one-hour recovery time objective. Contractors must carry cyber liability insurance of $3 million per occurrence and $5 million aggregate, and crime insurance of $1 million per claim. The maximum contract liability is expected to exceed $1,000,000, with monthly software maintenance and support fees beginning 30 days after full implementation. Contractors are responsible for 95 percent hardware uptime and 99.99 percent system availability, with pro-rated service credits for non-compliance. The solution must cover up to 60 third-party partner locations and be fully implemented within 60 days of contract execution.
