The amendment confirms that evaluation will be based on general qualifications (10 points), technical qualifications and approach (40 points), field test performance (30 points), and cost proposal (20 points). The solution must serve 46 Driver Service Centers across eight districts, processing approximately 2.8 million annual transactions, and includes hardware (check-in kiosks, display monitors, printers, barcode readers), web-based software with centralized dashboard capabilities, virtual waiting room functionality, mobile check-in options, implementation services, training, maintenance, and support. Technical requirements include SOC 2 Type 2 examinations, annual penetration testing, encryption using FIPS 140-2/140-3 standards, disaster recovery with one-minute recovery point objective and one-hour recovery time objective, cyber liability insurance of $3 million per occurrence and $5 million aggregate, and crime insurance of $1 million per claim. Contractors must achieve 95 percent hardware uptime and 99.99 percent system availability with pro-rated service credits for non-compliance. Full implementation must occur within 60 days of contract execution, with monthly software maintenance and support fees beginning 30 days after implementation. The solution must accommodate up to 60 third-party partner locations with no separate lease or financing arrangements permitted.
