About this file
This is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) dated August 2, 2021, regarding contract B38565 for I-84 Columbia Gorge Corridor Projects - Strategic Community Engagement and Outreach. WSP USA was selected as the top-ranked firm for this personal services contract issued through ORPIN RFP #730-34706-21 and OregonBuys RFP #73000-0000078. ODOT's Project Manager Katelyn Jackson will serve as the primary contact for scope of work negotiations, schedule development, and cost discussions. Negotiations were anticipated to be completed within 30 days of the notice date. No work authorization would commence until all parties executed the contract and ODOT issued a written Notice to Proceed. The protest period for competing proposers to submit written selection protests began upon email distribution of this notice and closed at 12:00 p.m. on August 9, 2021.
The notice requires the selected consultant to complete a Breakdown of Costs using the appropriate cost format (BOC, BOC-CPFF, or BOC-NBR) and submit it to ODOT's Project Manager prior to contract execution. Payment to the consultant will be made via direct deposit through Automated Clearing House (ACH), with ODOT preferring this method for ongoing monthly payments. Should negotiations fail to reach agreement on costs, tasks, or other contract requirements within the 30-day timeframe, ODOT reserved the right to terminate negotiations with WSP USA and proceed with the next highest-ranked proposer. All proposers' scores and rankings were included in an accompanying score matrix document.

To be adversely affected or aggrieved, a protestor must demonstrate that the protester was ranked higher than other selected proposers and that higher ranked proposers are ineligible for selection.

Sincerely, Erin Lucas

Direct Deposit via Automated Clearing House (“ACH”). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making
Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
