About this file
The document is a Questions and Answers (Q&A) file for a Media Monitoring Services solicitation (34300025Q0022) issued by the United States International Trade Commission. The Q&A provides critical details about the media monitoring service requirements, including tracking global online sources across six media hubs (Africa, Asia Pacific, Brussels, Dubai, London, and Americas), monitoring specific media outlets like NYT, Politico, Washington Post, and social media platforms (LinkedIn, X, YouTube). The agency seeks a global media database with four user logins, with at least three employees having admin access.
The solicitation allows flexibility regarding FedRAMP certification, with potential exemptions for vendors without full authorization. The previous contract was held by Meltwater (contract 34300020P0003). Key monitoring specifications include full-text access for NYT and Washington Post, snippet access for Bloomberg, FT, and WSJ, and the ability to monitor broadcast sources. The contract is structured for one base year with four option years, focusing on identifying media coverage related to the USITC's mission areas and providing communication and journalist identification tools.

Questions
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
a. Meltwater, 34300020P0003
2. Regarding Task One, what are the six media hubs referenced in this requirement: "Ability to track global online sources for coverage relevant to Washington and the six media hubs:"
i. Africa Regional Media Hub
ii. Asia Pacific Media Hub
iii. Brussels Media Hub
iv. Dubai Regional Media Hub
v. London International Media Hub
vi. Media Hub of the Americas
3. Are there any specific media outlets the Commission requires to be monitored?
a. NYT, Politico, Washington Post, Bloomberg, FT, WSJ. We understand that this does not necessarily mean access; however, we want the service to pick up these sources and show snippits from them.
4. What social media platforms does the Commission require for monitoring?
a. LinkedIn, X (formerly Twitter), YouTube
5. Does the Commission require any human analyst curated daily media briefings or media analysis reports?
a. No
6. What are your requirements in terms of access to paywalled content?
a. At least have access to NYT and Washington Post. Ideally also publications such as Bloomberg and FT. We want the service to pick up WSJ, but understand access to that is a separate process outside of what a media monitoring service could provide.
7. Is access to full text of articles required, or would article summaries and/or snippet text taken directly from the article suffice?
a. NYT, Washington Post – full text. Bloomberg, FT, WSJ snippets ok.
8. Is there a requirement to be able to archive and/or download broadcast TV and radio clips?
a. Not required, but would like to be able to monitor.
9. Regarding Task Four, would the Commission prefer access to a national or global media database?
a. Yes, global
10. How many users require a login to the platform?
a. Four (4)
11. Regarding SLAs, what "varying levels of access" does the Commission require for its users?
a. We want at least three employees to have admin access.
12. Our subcontractor does not hold a FedRAMP authorization. Would we be eligible to bid?
a. Yes, an exemption can be granted, although not guaranteed for the subcontractor.
13. Given the significant effort and resource investment associated FedRAMP Moderate or higher certification, along with some of the recent changes to the FedRAMP program announced, will the Government consider a solution that has a FedRAMP plan in place and submitted for review?
a. Yes, an exemption can be granted, although not guaranteed.
14. Are we able to bid without FedRamp cerfification.
a. Yes, an exemption can be granted, although not guaranteed.
