About this file

This document is a Justification and Approval (J&A) for a single source award by the U.S. International Trade Commission (USITC). The agency intends to sole source a contract to SCIF Alarms for UL 2050 Alarm certification, alarm monitoring, and maintenance of the Intrusion Detection System (IDS) in the Sensitive Compartmented Information Facility (SCIF), in compliance with Intelligence Community Directive (ICD) 705 Technical Specifications.

The sole source justification is based on the fact that SCIF Constructors previously installed the IDS and has transferred their service accounts to SCIF Alarms, making replacement cost-prohibitive. The contract will cover two alarm accounts for two rooms in the Office of Security and Support Services, providing an exclusive network connection, signal, and software operations. The period of performance is one year, from April 1, 2025, through March 31, 2026, with a solicitation number of 34300025P0010. The award will be made under FAR 6.302-1 authority, citing only one responsible source that can satisfy agency requirements.

TextField1: The Commission requires UL 2050 Alarm certification, alarm monitoring and maintenance with its installed Intrusion Detection System(IDS) in the Sensitive Compartmented Information Facility (SCIF), in accordance with requirements of Intelligence Community Directive (ICD) 705 Technical Specifications.
TextField1: The Commission SCIF was constructed and secured by SCIF Constructors. The IDS for the SCIF must meet requirements of ICD 705 Technical Specifications and UL 2050. The UL 2050 certification requires one company to be responsible for install, maintenance and monitoring. SCIF Constructors has closed and transferred their service accounts over to SCIF Alarms. SCIF Alarms is issuing UL 2050 Alarm certification and performing alarm monitoring and maintenance for the USITC.
TextField1: Other vendors have been identified as capable of meeting this requirement. However, the price of replacing the currently installed SCIF Constructors (now SCIF Alarms) Intrusion Detection System at the Commission is considered to be cost prohibitive.
