About this file
This Statement of Objectives (SOO) outlines the 338th Training Squadron's requirement for a Deployable Dual-Hub SATCOM Terminal to replace the existing Ground Multi-Band Terminal and Quad-band Large Aperture Antenna system. The proposed system must be a portable, interoperable satellite communications terminal capable of operating across four SHF bands (C, X, Ku, Ka) on both commercial and military satellites, with a dual-hub configuration using 1.8-to-2.4 meter antennas.
Key system requirements include a modular feed boom design for multi-band switching, compact and deployable configuration, ruggedized transit cases, two-person deployment capability, and remote operation via laptop or tablet interface. The project requires comprehensive system documentation, on-site installation, and a train-the-trainer program for 12 instructors and maintenance staff. This is currently a Sources Sought announcement for market research, with responses due by 10:00 PM CST on 14 May 2025, to be submitted via email to Samantha Conger and Kimberley Alvarez at Keesler Air Force Base, Mississippi, under the Department of the Air Force Air Education and Training Command.

Statement of Objectives 338TRS SATCOM Modernization (Deployable Dual-Hub SATCOM Terminal)
5 May 2025 Prepared by:
338TRS/TRR
Keesler AFB, MS
The 338 TRS requires a replacement for the Ground Multi-Band Terminal (GMT) and Quad-band Large Aperture Antenna (QLAA) system with a Deployable Dual-Hub SATCOM Terminal.
Objectives:
Deliver a portable, interoperable, and deployable dual-hub SATCOM terminal system, capable of operating across four SHF bands (C, X, Ku, Ka) on both commercial and military satellites. This system will be designed for ease of use, rapid deployment, and educational applications.
Required System Features:
· Dual-Hub Configuration: Utilizing a 1.8-to-2.4 meter Small Aperture Antenna (SAA) "Hub 1" and a QLAA "Hub 2" for operational flexibility.
· Multi-Band Operation: Modular switching between C, X, Ku, and Ka-bands via an innovative modular feed boom design, interchangeable between Hub 1 and Hub 2.
· Compact & Deployable: Meeting a strict antenna size requirement of 1.8-to-2.4 meters for portability and featuring secure mounting capabilities for concrete pad locations.
· Transit Case Design: All system components will be housed in ruggedized, transportable transit cases optimized for storage, transit, and rapid deployment.
· Two-Person Deployment: The system will be engineered for assembly and operation by a team of two trained personnel.
· Remote Operation: Full system control and monitoring capabilities via a vendor provided/programmed laptop or tablet interface, enabling remote operation from a Cyber-Physical Power System (CPPS) classroom environment.
System Components:
· Outdoor Equipment:
· 1.8-to-2.4m SAA (Hub 1) and QLAA (Hub 2) antennas
· Modular feed boom assembly for all four SHF bands
· Integrated modem assembly with spectrum analyzer and pointing assistance
· RF ODU and Network Access Assembly (NAA)
· Indoor Equipment:
· 2 Ruggedized laptops or tablets with control and monitoring software
· Uninterruptible Power Supply (UPS)
Operational Requirements:
The SATCOM terminal system must facilitate the following:
· Rapid Setup/Teardown: Streamlined deployment and pack-up procedures in field environments.
· Power Source Connection: Integration 120/240 VAC, 50-60Hz power sources.
· Satellite Acquisition: Operational peak/poll/acquire functionality across all supported bands and satellites.
· Interface Connectivity: Secure and interface connections and wiring.
· Modem Configuration: Modem configuration operations.
· Feed Horn Swapping: Simple and quick replacement/swapping of feed horns as needed.
· Monitoring & Control: Effective and comprehensive system monitoring and control through the provided laptop interface.
Deliverables:
· Comprehensive system documentation, including any user manuals, training materials (eLearning, Instructor-led training procedures, interactive guides, guided video-based, On-The-Job training), and maintenance action guides.
· On-site system installation and integration.
· Operator training program (Train-the trainer) for 12 instructors and maintenance staff for effective system sustainment and operation
