About this file

This is Amendment #2 to Request for Proposals (RFP) 33330226RF0010004 issued by the Smithsonian Institution on May 12, 2026. The amendment provides clarifications to bidder questions regarding the design and development of inaugural exhibitions at the National Museum of the American Latino (NMAL). The RFP seeks a contractor to develop the initial concept plan and design for exhibitions within an 80,000 square foot exhibition space (which excludes reception, ticketing, café, retail, circulation spaces, and back-of-house facilities). The contractor must engage architects and engineers registered in the District of Columbia to oversee all architecture and engineering design and construction work specific to the exhibitions, including display cases, wall panels, interactive experiences, specialized floor, wall and ceiling structures and treatments, and contextual/theatrical recreations and environments. All A/E drawings must be prepared in the approved Smithsonian format and stamped by licensed architects and engineers, with stamped drawings filed with the design team's architect and engineer as the applicant(s) of record. The exhibition design team will coordinate with A/E personnel and reflect relevant life/safety systems provided by the base building A/E in exhibition plans. The proposal submission deadline remains May 18, 2026 at 9:00 am EST via email only. All contract terms and conditions of the original RFP remain in effect except as modified by this amendment.

Text version

Amendment #2 dated May 12, 2026 on RFP 33330226RF0010004 to develop the initial concept plan and design for the inaugural exhibitions at Smithsonian Institution (the

“Smithsonian” or “SI”) National Museum of the American Latino (“NMAL”) provides responses to additional bidder questions.

Technical Proposal – B.2. Services – Exhibition Footprint, Page 3

Does the stated 80,000 sq ft museum area refer exclusively to exhibition space, or does it also include reception and ticketing areas, café, retail/shop areas, circulation spaces

(corridors, escalators, etc.), and back-of-house facilities?

Smithsonian Response: 80,000 sq ft. refers exclusively to exhibition space and does not include reception, ticketing, café, etc.

Technical Proposal – C.3. Design Considerations – A/E, Page 11

The RFP states: "the Contractor shall engage architects and engineers, registered in the

District of Columbia, to oversee all architecture and engineering (“A/E”) design and construction work specific to the exhibitions. All A/E drawings must be prepared in the approved Smithsonian format with appropriate stamps."

Q and A #26 contains the following note: "Exhibition Design will provide architectural/ engineering service for exhibition elements, including but not limited to display cases, wall panels, interactive experiences, specialized floor, wall and ceiling structures and treatments, and contextual/theatrical recreations and environments".

And in Q and A #42 it is stated "Exhibition designer will coordinate with A/E and reflect relevant life/safety systems provided by A/E in exhibition plans"

We understand from the above that the base building A/E will be responsible for filing life/safety and egress plans with the Authorities Having Jurisdiction (AHJ).

However, will the Exhibit Design team be expected to file items "including but not limited to display cases, wall panels, interactive experiences, specialized floor, wall and ceiling structures and treatments, and contextual/theatrical recreations and environments" with

AHJ's?

In the comment "all A/E drawings must be prepared in the approved Smithsonian format with appropriate stamps" - do the "stamps" refer to stamps of licensed architects and engineers? If yes, will those stamped drawings be filed with the design team's architect and engineer as the applicant(s) of record?

Smithsonian Response: Yes, the stamps refer to stamps of licensed architects and engineer and, yes, stamped drawings will be filed with the design team's architect and engineer as the applicant(s) of record.
