During removal of the existing medium voltage gear required to replace the existing pad and complete the installation of the medium voltage conductors, medium voltage gear, and provide adequate time for the concrete to cure, this may result in the complete building being without power for a period of time. Is there any equipment, lighting, or devices that will need to have temporary power from an outside source during the down time?
DR
Yes - during phase 1, everywhere outside phase 1 will require continuous, uninterrupted power; after phase 1, the completed phase 1 will require continuous, uninterrupted power until project completion.

1. Introduction
From April 14 through April 15, 2021, GHD conducted an asbestos survey at the Veterinary Animal Hospital (Vet Hospital) located the Smithsonian Institution’s (SI) Conservation Biology Institute (SCBI) in Front Royal, VA (Site). Figure 1 presents the location of the SI Vet Hospital. The completed services and this corresponding report documents the results of the GHD sampling activities conducted.
2. Asbestos Survey
GHD conducted an asbestos survey to identify potential asbestos-containing materials (ACM) between April 14 through April 15, 2021. The asbestos inspection and assessment procedures were based on those outlined in the Title 40 Code of Federal Regulation (CFR) Part 763, United States Environmental Protection Agency (USEPA) Asbestos Hazard Emergency Response Act (AHERA), and the Asbestos Model Accreditation Plan (effective April 4, 1994). Mr. Justyn Patterson, Virginia Asbestos Inspector License Number 3303004633, identified and collected 49 bulk samples for asbestos analysis, as shown on the attached Asbestos Sampling Results presented in Table 1. Mr.
Patterson’s asbestos license is provided in Appendix A.
The following potential ACM were visually inspected and were identified as locations of suspected asbestos containing building materials (ACBM) and a total of 49 samples were collected accordingly from the following materials:
• Ceiling tile
• Floor tile
• Cove Base
• Carpet
• Roof shingle
• Joint compound
• Sealant compound
• Mastics, adhesives, and glues
• Insulating material
• Thermal System Insulation (TSI)
TSI samples were not collected in areas where the inspector determined the TSI to be fiberglass, foam glass, rubber, or other non-ACBM.
GHD | Asbestos Containing Materials Survey | 11225918 | Page 2
Following collection, the samples were properly packaged, labeled and transported under chain-of-custody (COC) to EMSL Analytical, Inc. (EMSL), in Beltsville, Maryland. EMSL is a licensed asbestos laboratory and accredited by the American Industrial Hygiene Association (AIHA), Lab Code 102891, and the National Voluntary Laboratory Accreditation Program (NVLAP), Lab Code 200293-0, to perform asbestos analysis via Polarized Light Microscopy (PLM) via USEPA Method 600/R-91/116.
The AHERA and USEPA regulations define ACM as any material that contains more than 1.0% asbestos by area as determined using PLM.
Analysis of the samples collected identified two (2) areas of materials containing greater than 1.0% asbestos, as described in Section 2.1.1 and Section 2.1.2.
The asbestos sampling laboratory analytical reports are included as Appendix B. Field notes collected during the asbestos sampling activities are provided as Appendix C and photographic documentation is included as Appendix D. The results, locations, and descriptions from the asbestos sampling are presented on Table 1, and sample locations are shown on Figure 2 through Figure 4. ACM quantity estimations are provided in Table 2.
2.1 ACM Identified Areas
A total of 49 samples were collected from the exterior and interior of the building and ACM was identified in three (3) samples collected from the following areas:
2.1.1 Northeast Corridor
Two (2) floor tile mastic samples, ACM-15-Mastic and ACM-16, contained as much as 5% chrysotile asbestos. Sample locations are shown on Figure 3.
Material homogenous to the two (2) floor tile mastic samples containing as much as 5% chrysotile asbestos from the Northeast Corridor (Sample ACM-15-Mastic and ACM-16) are identified in locations shown on Figure 5. Pictures of the ACM floor tile can be found in Appendix D.
2.1.2 Exterior Window Sealant
One (1) exterior window sealant compound sample, ACM-13, contained as much as 4% chrysotile asbestos. ACM-13 sample location is shown on Figure 2.
Material homogenous to the one (1) window sealant compound sample (ACM-13) containing as much as 4% chrysotile asbestos gathered from the exterior of Office 106 is presumed to be present on the exterior of all windows throughout the Vet Hospital; the locations of which are shown on Figure 5. Pictures of the ACM exterior window sealant can be found in Appendix D.
GHD | Asbestos Containing Materials Survey | 11225918 | Page 3
3. Conclusions
GHD conducted an ACM survey at the Veterinary Animal Hospital at the Smithsonian Conservation Biology Institute. This report documents the results of the GHD sampling and inspection activities.
ACM quantities provided by GHD are estimated and as such should be confirmed prior to disturbance by an abatement professional.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
Samples analyzed by EMSL Analytical, Inc. Beltsville, MD NVLAP Lab Code 200293-0
