2.3. Legionella Plan
1. Will the Legionella Plan be specific to the systems listed on the Water Treatment Inventory
Lists or will it cover additional systems like potable water?
A: The Legionella Plan shall be provided for all applicable systems/points that are listed in the
Water Treatment Inventory List and within each section of the solicitation as described only, no potable water.
2. Will Legionella testing of the cooling towers be required as part of the Firm Fixed Price
(FFP)? We assume that twice a year testing of the cooling towers in New York will be required to comply with New York State law.
A: Yes, legionella testing shall be required as part of the FFP. The most current editions for all federal, state, city, municipal, county, town, local jurisdictions, codes, laws, regulations, etc. shall be identified and followed accordingly at all times.
3. If Legionella testing of the cooling towers outside of New York is required, what is the frequency of testing?
A: The most current editions for all federal, state, city, municipal, county, town, local jurisdictions, codes, laws, regulations, etc. shall be identified and followed accordingly at all times.
2.5 Ground Water Testing - The Contractor shall perform general and quarterly permit required
Ground Water Testing by an EPA Certified Lab at the National Museum of African American History and Culture (NMAAHC) as part of the Firm Fixed Price (FFP) portion of the contract…… The
Contractor shall provide, maintain and/or replace, but not limited to, chemicals, acids, caustics, equipment, controllers, pumps, sensors, lights, quartz sleeves, dyes, as required as part of the Firm
Fixed Price (FFP) portion of the contract.
4. How many ground water samples need to be tested?
A: One sample location.
5. There was a statement about chemicals required to treat the groundwater. Can additional information be provided on this system?
A: The pH level and conductivity shall be controlled and maintained by utilizing caustic and acid to control the current permit level requirements listed within the solicitation.
2.7 Cooling Tower Cleaning. The Smithsonian Institution intends that the Contractor shall provide major cooling tower cleaning, upon request, as part of the Indefinite Delivery Indefinite Quantity
(IDIQ) portion of the contract.
6. What is the expected frequency of cooling tower cleanings?
A: Cooling Tower cleanings to be determined (TBD) upon request as part of the IDIQ portion of the contract.
7. We assume that the Cooling Towers in New York City require twice a year cleaning to comply with new York State law. Please confirm that is correct.

2.11 Employee Qualifications and Training. The Contractor’s personnel shall have at a minimum, ten (10) years of satisfactory experience in performing, analyzing, treating, testing, and maintaining water treatment systems, a Certified Water Technician (CWT) Certification from the
Association of Water Technologies (AWT).
8. Is it a requirement that the Certified Water Technician (CWT) be employed by the contractor and does the current CWT Certificate need to be included with the proposal?
A: All certificates shall be included in the Technical Proposal.
2.14 Licensing. The Contractor shall be licensed by the appropriate Federal, State, City, Municipal or
Local Jurisdiction to provide the maintenance and repair services, testing, inspection, and reporting specified within this contract.
9. The New York State Department of Environmental Conservation (DEC) states that the application of biocides to HVAC systems (cooling towers, evaporative condensers) requires a commercial pesticide applicator certification in Category 7G - Cooling Towers, Pulp & Paper Process issued by DEC. This would apply to the cooling towers at Cooper Hewitt and at NMAI.
Is it a requirement that the Contractor provide copies of the New York State Commercial Applicators
License Certificate for the personnel that will be servicing the Museums in New York City?
A: All certificates shall be included in the Technical Proposal.
2.15 Materials and Deliveries. The Contractor shall provide a warehouse within a fifty (50) mile radius of all the listed Smithsonian facilities to be able to support and supply the amount and type of chemicals needed to maintain the Smithsonian systems for regular and emergency services in a timely fashion at all times.
10. Can this distance be increased to 100 miles?
A: The contractor shall be able to support and supply the amount and type of chemicals needed to maintain the Smithsonian systems for regular and emergency services in a timely fashion at all times. The address shall be included in the Technical Proposal.
8.4 Proposals. The Contractor shall prepare all proposals for IDIQ work utilizing the terms and conditions (T&C) of this contract, the negotiated and accepted approved unit labor rates and material markup within this contract.
11. Will a form be sent out showing how the pricing should be presented?
A: No.
12. Will site visits be allowed and how will they be scheduled?
A: No site visit will be performed. The solicitation includes an Inventory List that clearly identifies the locations, equipment type, systems, volume, loads, quantity, etc. for bid.
13. Could you please advise if this contract will be subject to prevailing wage requirements? If so, can you please disclose the specific wage determination and what hourly wage is expected for this service?
Also, can you please let us know if certified payroll requirements will apply to this contract?
A: Yes. Prevailing wage rates will be determined upon individual work orders and the area (city/state) that the work will be performed. Certified payrolls, along with all support documentation, shall be required for all IDIQ work performed.
