About this file

This Request for Proposal solicits offers to upgrade the fire alarm and mass notification system at the National Museum of Natural History in Washington, DC. The project includes replacing obsolete fire alarm panels with new Siemens Desigo modular panels across the building, replacing some smoke detectors and fire alarm devices, adding new speakers in public spaces and exhibits, replacing signage in the rotunda and ambulatory spaces with integrated speakers, and replacing all fire phones except those in the West Court portion of the building. The total estimated price for the base contract and option is between $14-15 million. The period of performance is 852 calendar days from notice to proceed. Critical elements of work involve replacing network equipment, maintaining fire protection during construction, pre-testing and final acceptance testing for each phase. Long lead items include any items not already identified. The solicitation is set aside for small businesses and provides instructions for submitting technical and cost proposals for consideration.

Is there a Hazardous Material Report that can be obtained for review prior to submitting our proposal?

SI's National Museum of Natural History does not have an

Hazardous Material Report.

Section III Past Performance: Can a general contractor submitting a proposal use past performance references from a subcontractor providing a large portion of the work and/or engineering/designer in their proposal?

Yes, he can submit but it shouldn’t have the same “value” as a prime who submits self-performed past performance references (subs can change post award).

Can the Siemens Cerberus Pro Modular / XLS be considered an equal as the Performance Specification calls out the Desigo Model? The Siemens

Desigo Modular and the Siemens Cereberus Pro Modular are identical in

Features / Functionality / Operator Use / Maintenance performance / functionality, the reason for the 2 different names are that the Desigo is sold through the Siemens Branch Channels / the Cereberus Pro through the VAP, (Value Added Partner), Channels, the only difference is a slight variance in communications - to simplify a different language is used, with Approval as an equal we would be able to provide seamless communication of Data Streams with the Existing 40% Campus previously upgraded through use of a Communications Driver that is available to provide the Seamless Communication, with this Approval we could widen the Gap in regards to bid participation, presently the way the Specification is written it heavily favors only 1 bidder, please see

Attached Datasheets to review how both Panels are virtually identical and we can easily migrate the Existing NMNH / Smithsonian MXL

Platforms to the Cerberus Pro Modular request. (3 Attachments)

Bidders shall submit in accordance with the contract documents. Proposed alternate is not accepted.

Can the NMNH be Supported by Branch or a Value-Added Partner? Is it possible to transfer service between partners or branches? Through our

Siemens Customer Choice program, Customers are able to switch service provider, system, or purchase end-user licenses needed to meet their needs. A system transfer process will take place between the partners and/or branches. (1 Attachment)

Bidders shall submit in accordance with the contract documents. Proposed alternate is not accepted.

Please consider requiring an electronic submission only. Typically, the vendors do not release their proposals until shortly before the time that the bid is due. The requirement for physical delivery will handicap

Offerors’ ability to provide the most competitive pricing.

Hardcopy is not required. Electronic Submission only.

If the mail delivery requirement remains in place, can offerors insert a blank placeholder for the Cost Proposal Submission form, and formally provide Pricing in the electronic DropBox Submission? This will allow offerors to provide the most competitive pricing.

See Question #8

Due to the magnitude and complexity of this project, we request a two-week extension to the bid date to provide a complete price for a complete scope of work.

Proposal Due Date is extended to Thursday, June 30, 2022 at

3 PM.

Please extend the bid due date by two (2) weeks to allow bidders to respond to RFIs and prepare proposals accordingly.

See Question #10

SAM.gov.

Since the majority of work is off-hours and all testing of the fire alarm system will be off-hours as well. Please confirm that SI will provide adequate security and inspection (escorts) at no cost to the contractor for the off-hours work.

Confirmed.

This project will require an aggressive schedule to be able to complete in the allowed number of working days. It will be even more difficult if we are to complete one portion of the building at a time. For this project to be successful, our experience shows that we will need multiple crews working in multiple areas to complete a project of this size in the given time frame. We request that we will be able to work multiple portions of the building concurrently with multiple crews. Please advise.

Coordination with the SI stakeholders, security and other contractors will be required. GC shall meet with COTR to discuss number of crews allowed at any one time and addition to the work areas.

It is our experience that with a project of this magnitude the three escorts stated to be provided will not allow for enough crews to work to complete this project in the given time frame especially since the hauling of materials to the work areas will require an escort as well. We request that more escorts be available to the contractor. Please advise.

Coordination with the SI stakeholders, security and other contractors will be required. GC shall meet with COTR to discuss number of crews allowed at any one time and addition to the work areas.

Will an electrician who installs the conduit and wire for the fire alarm system be required to have a Nicet certification?

Contractor shall follow "Qualifications of Installer" specified per Spec Sect 28 31 11.

Is the contractor to provide a historic preservationist to coordinate installation of the new fire alarm equipment?

As needed, GC shall provide historic preservationist to coordinate with SI's COTR, design team and historic preservationists prior to installing equipment involving historic preservation.

Please identify the areas and/or exhibits where we will be allowed to leave the temporary protection in place possibly for scaffolding to reach certain areas for installation?

GC shall coordinate with COTR on protection.

Is it possible to obtain the as-built drawings for the current fire alarm system?

The bid documents provided reflect the existing conditions of the fire alarm system. There are no as-built drawings available. Contractor to field verify if any new areas have been added to floor / sector that would require additional detection or notification prior to generating fire alarm shop drawings.

Please provide the current test report on the existing fire alarm system.

Also, please identify if there are any current troubles and /or supervisory notifications on the existing system.

The fire alarm test report is unavailable for distribution.

Please identify the existing panel locations on the drawings where it was determined that there is not adequate space for new system components to be installed.

Demolition FAD-NX-XX series drawings provided show locations of existing panels. Locations for new panels are shown on FA-NX-XX series drawings.

Please identify on the drawings, describe, and/or possibly provide pictures of the panel deficiencies. Please confirm that the deficiencies that are to be corrected are for fire alarm panel locations only i.e., are we to correct every deficiency in every panel closet that we perform work in?

All panels are to be replaced as part of the project.

Will there be any modification to the fire-rating integrity of the existing fire alarm control rooms? Specification section 28 31 11 calls for a circuit loading of 10%.

According to Siemens engineering, the 10% 2.4V drop is based on the standard starting voltage of 21.7 for voltage drop calculations. This amounts to an end voltage of 19.3V. This is based on the battery loss over the 24-hour period of backup. Siemens PAD-5 uses the patented voltage booster technology. Where a standard extender panel approaches 19.3 volts at a 10% drop, the PAD-5 does not approach 19.3 volts until it is at a 19-20% voltage drop. PAD-5 panels cannot be measured the same as other extender panels unless the projects intent is to limit the use of emerging technologies. We believe this to not be the case since it was specifically requested. Any circuits showing a voltage above 19.3V is within the 10% drop allowed for a standard notification extender panel and still has the exact same amount of additional loss built into the circuit as the other extender panels.

No question has been asked here. Please confirm question.

It is not the intent of the design to limit the use of emerging technologies.

Please provide the approximate size of the contractor staging area. Will the contractor be permitted to store lifts, ladders, gang boxes, tools, and materials for the project in this location?

In response to RFI #81; In regards to the confidence testing, when a phase/new Node is brought on and is functional, what portion of the building outside of that Node will be required to be tested device by device?

An initial full system functional test shall be completed in accordance with specification 283111, Section 3.1. Testing shall be completed prior to commencing work.

In accordance with specification 283111, Section 3.2 requires a full functional acceptance test for each phase.

Section 3.2.C requires that portions of the fire alarm system that overlap between two phases shall be given special consideration in testing.

As a new node is installed and brought on to the network, the Contractor is required to perform a functional confidence test for all cross-panel logic associated with existing nodes which are interconnected to the new node.

At a minimum, the Contractor is required to test 100 initiating devices on the existing nodes for every new node provided. COTR/OSHEM/Fire Shop shall be engaged to confirm which devices will be tested prior to node testing and installation. This testing is in addition to the required testing by phase, and by full building.

Specification 283111, Section 3.3 also requires a full functional test of the entire Fire Detection and Alarm

System. These tests should be completed and documented in accordance with NFPA 72, article 14.4.2, which further details requirements.
