1. Question: We know eighty-five percent of work is anticipated to be in the Washington, DC metropolitan area including Maryland and
Virginia. From that work do you know how much of it is expected to be Zoo design?
Response: Multiple A/Es will be selected from this unrestricted A/E IDIQ solicitation. Those
A/E firms have specialized design and engineering experience work on Zoo related projects will have increased opportunity to work on Zoo projects. A successful IDIQ A/E firm may be awarded 35% or more of the Zoo projects while still having the opportunity to work on Smithsonian properties system wide.
2. Question: Would you be interested in a quote for LEED Certifying this project?
Response: This solicitation is not for a single project but rather an Indefinite Delivery
Indefinite Quantity (IDIQ) contract that allows for the awarded A/Es to perform services for multiple projects over a 10-year period. The selected IDIQ A/E contractors will likely perform design and engineering services for new construction and renovations on existing
Smithsonian buildings, some of which are LEED certified. Any work that affects these building must ensure that they retain their established
LEED certification. A/E applicants should include LEED accredited professionals in-house or through consultant services on their team.
3. Question: Is there a preference for an architect-led team or could our firm, as an MEP, lead a multi-discipline team, provided all other criteria are met?
Response: This solicitation is for unrestricted
IDIQ contracts and are intended for A/E teams led by Architectural firms.
4. Question: If you are open to an other than architect-led team, would our firm, as an MEP, be

Response: This solicitation is for unrestricted
IDIQ contracts and are intended for A/E teams led by Architectural firms.
5. Question: Is the A/E responsible for actually removing hazardous material, or only required to perform Phase I or Phase II environmental assessment and sampling?
Response: A/Es awarded IDIQ contracts will not be responsible for removal of any hazardous materials. A/Es awarded IDIQ contracts will be required to provide Phase 1 and Phase 2 environmental assessment through in house resources or consultants.
6. Question: Can you please clarify whether or not this contract is intended to be limited to small businesses?
Response: This is an unrestricted IDIQ contract solicitation for A/E services, not limited to small businesses.
7. Question: Can you provide further definition of the Utility Systems project type?
Response: Utility System project types are often part of larger revitalization project with multiple disciplines but can also be standalone projects. System types include but not limited to: Mechanical, Electrical, Plumbing, Telecom, Data, Security, Fire Safety, Audio Visual, Acoustics, Lighting, Food Services.
8. Question: Is there a need to provide Force Protection and/or Blast Mitigation services?
Response: Force Protection and Blast Mitigation design & engineering services are required for
Smithsonian facilities in Washington, DC.
9. Question: Can you define the expectations for Landscape Development services?
Response: Landscape design is an integral part of the Smithsonian experience. Smithsonian
Gardens is an accredited museum integrated throughout our properties, showcasing unique temporary, seasonal and fixed landscape installations. A/Es awarded an IDIQ contract will likely work on exterior project that overlap existing landscapes that must be maintained or

reconsidered. As such, landscaping professionals are considered essential to a successful IDIQ team composition.
10. Question: Can you define the expectation for Museum Exhibit Design services, as a part of this
IDIQ Contract?
Response: Museum units typically have in-house exhibit design teams that develop exhibits. A/Es selected for an IDIQ contract would typically work with Smithsonian Facilities and the Museum exhibit designers to develop design and engineering solutions that affect museum interiors and exhibits. On some occasions the
A/E team may be asked to add an exhibit designer to their team for a specific project when in-house resources are limited or an outside exhibit consultant can introduce new industry practices for consideration.
11. Question: For the noted Commissioning Services, will the Smithsonian be contracting third party agents separately, and is the requested Commissioning Services under this IDIQ to be support only?
Response: Smithsonian Facilities will hire a third party commissioning agent. A/E services will include supporting the commissioning agent.
12. Question: Can we use an 11x17 for the Part I-D. Organizational Chart of the Proposed Team?
Response: 11x17 or fold out pages are not acceptable.
13. Question: In Section F (Projects) of the SF330, does the Smithsonian prefer to see entire
IDIQ contracts experience or individual projects, either from and IDIQ contract or stand alone, in this section?
Response: Individual projects are preferred.
14. Question: We understand that the Smithsonian has separate term contract for exhibit designers.
Do we need to include an exhibit designer on our team?
Response: A/Es do not need to include an exhibit designer on their proposed team.
15. Question: How many IDIQ contracts does the Smithsonian Intend to award?

16. Question: Please clarify the requirement for Software House Certified Security Specialist. Is it our understanding that this certification is for security installers and integrators and not for security system design consultants?
Response: Software House certification
(installer/maintainer or integrator) is required for the design team and the installer.
17. Question: In lieu of Software House certification, are there any other certifications required for the security specialist (e.g., Physical Security Professional through ASIS)?
Response: There is no in lieu of. Software
House certification is required.
18. Question: Please confirm what typical systems fall under Communications and Related
Systems Engineering.
Response: Building communication and related systems engineering may include: Mass notification for Life Safety and Security, Telecom, Data, Audio Visual, Acoustics, and
Lighting. Specialty consultants may be requested on a project specific basis for integrated digital signage for notifications, way finding and exhibit design.
19. Question: Is 12-point font required for all SF-330 Part I materials, or can the Section H narratives be provided at font size 12 with
Section A-G provided at no less than 10 point font?
Response: All should be 12 font
20. Question: The RFQ states we need to meet a small business commitment for SDVOSB of 5% and
VOSB of 3%, it few have a SDVOSB commitment of
8%, will this cover both?
Response: Yes.
21. Question: If a consultants WOSB certification is pending, will it still count toward the 7% WOSB requirement?
Response: Only A/E proposals with current and valid certifications will be considered.

22. Question: Is there an age limit for the project is Section F?
Response: Relevant projects completed within the past 10 years are preferred.
23. Question: It there a page limit for Part II of the SF-330?
Response: Part II of the SF-330 is part of the overall page limit, which is 125 pages total.
24. Question: Section 3B states that ¿the firm must have registered and licensed personnel, either in-house or through consultants in the following key disciplines and areas of expertise.¿ Can you please confirm that this applies only to Registered Architects and
Professional Engineers?
Response: Where licensure is required for a given discipline in Washington, DC, such as architecture and engineering, then the proposed lead consultant or team member for that discipline should be licensed. If a discipline does not require licensures that the highest level of professional accreditation or certification is requested.
25. Question: Given the volume of required consultant disciplines, will the resumes in
SF-330 Part I, Section E count towards the 125 page limit?
Response: Yes
26. Question: What is the Smithsonian¿s process for tasking firms with work under this contract?
Response: Smithsonian Facilities selects an appropriate IDIQ contract holder for each task order, factoring in responsiveness, work load/availability, expertise with a given project type, and demonstrated performance. The COTR for the task order then scopes and negotiates the work with the selected firm. If an agreement on cost cannot be reached with the selected IDIQ firm, the COTR may end negotiations and move on to negotiating the work with a different IDIQ contract holder.
