Question 1: Can our office supply information as to the air space depth above all ceilings, which include all drop, hard and hard barrel ceilings in exhibit and non-exhibit areas? Information is needed to determine the available space above each ceiling area to install conduit, cabling, and provide access for our technicians. The information should include the amount of gap between the ceiling deck and the air space above it:

Response: There is adequate space above most ceiling-both historic and non-historic to run additional conduit. Contractor may make arrangement for additional site visits to observe representative above ceiling areas via existing access panels.

Question 2: There was some discussion about a phasing schedule for each exhibit. Can you provide a complete phasing schedule as to what exhibits will be available to perform work during the vacated space?

Response: There is no phasing schedule. As per the contract requirements, the awardee will be required to coordinate construction activities with ongoing museum operations.

Question 3: What is the expected start and completion date for the project?

Response: Start date is the award date plus ten additional days. The Completion Date is the date of the Notice to Proceed plus 450 calendar days thereafter.

Question 4: Is the project fully funded?

Response: Not Applicable

Question 5: Please confirm that no access shall occur by Smithsonian personnel into IDF closets during the process when temporary iStar panels and boards are to be used during the cut-over work. Our concern is that the rooms are very small and no one should be near any temporary work during the cut over to avoid system failures. We will need assurances that the rooms shall be blocked from any personnel entering the closets.

Response: Authorized Smithsonian personnel will have access as needed to all areas of the project site for the duration of the project.

Question 6: Can you provide the make and model of the hi-lo lifts currently used by the Smithsonian staff? We are looking to use the same type of equipment that will fit in the current occupied space.

Response: Genie as well as other manufacturers have hi-lo lifts that fit within the building.

Question 7: Can you provide information as to the type of floor protectant materials required for all marble and non-marble areas throughout the work areas? Please provide the recommended type and thickness of materials currently used to protect the floors.

Response: This information can be found in the project plans and specifications.

Question 8: Can you provide previous as-built drawings for all security equipment currently installed?

What year was the system installed and has it been serviced on a year to year basis? By whom has the system been serviced?

Response: This information will be provided to the awardee after contract execution. The existing system is serviced and maintained by the technical division Smithsonian Institution Office of Protective Services (OPS).

Question 9: Will there be an area assigned to us to store all conduit and material? Can this area be secured with a lock and key?

Response: Awardee will be provided with lay-down area, however space within the building is limited.

Question 10: We understand that painting and patching are part of the requirement for the project.

Can you provide a listing of painting contractors who have worked at the site, and are familiar with the site conditions? We would want to contact them for painting sub-contract work.

Response: RFP requires identification of key subcontractors and project team members.

Question 11: How much latitude do we have to provide value engineered solutions over the designs noted on the drawings? Subsequently, do any VE items needed to be given as an alternate add or alternate deduct?

Response: Any suggestions of alternate methods should be submitted as part of the Offeror’s RFP technical response.

Question 12: Securitas uses Life Safety power power supplies in our PreFab enclosures for access control. Would it be acceptable to use our PreFab Solution for Access control Istar Ultra SE panels:

Response: Typically OPS does not deviate from the specified equipment. Send alternate equipment request with your technical submittal for OPS to evaluate.

Question 13: Please specify the Part# for the Door Sounder that are required.

Response: Spec. Section 281300 Access Control has this information included.

Question 14: Some cameras are marked with (WS). Please clarify. We do not find it in the camera legend.

Response: This refers to the mount type: Wall-Surface Mounted.

Question 15: Rack shows #11 Core Switch. Spec does not provide specific Model #. Please provide Cisco # for this item.

Response: This question is relating to the 100% submission drawings but GHD sent over a 100% Bid Set dated 2/7/2017 which calls out POE switches.

Question 16: Are there specifications for wood doors? I believe there is only one wood door and wood jamb needed. If no spec, what shall we assume for quoting?

Response: The door schedule does not show any new wood doors

Question 17: Existing doors with a hardware set # are to be retro-fitted?

Response: All door work is as per the notes on the contract documents (plans & specs.)

Question 18: Door types 02, 03, & 04, are these flush doors with a special paint pattern? Or do they require glass or need to be embossed?

Response: Offeror should visit the site to validate door type as shown on the contract documents (plans & specs).

Question 19: If we choose to hand-deliver the proposal, should we use the 600 Maryland Ave, Washington, DC address:

Response: No. All hand –delivered proposals must be delivered to the Office of Contracting & Personal Property Management, 2011 Crystal Drive, Suite 350, Arlington, VA. See Section L of the RFP.

Question 20: Section L of the RFP, page 66 subsection L.3.4.3-b 8, states that we must list the sub required for commissioning, programming & testing in our technical proposal. However, the specifications say that commissioning is not used. Can you please clarify as to whether we need to list a commissioner and if so, is 3rd party required?

Response: The contract documents (plans & specs) refer to all things programming & testing of the ESS to be synonymous with commissioning.

Question 21: May we include current projects for our experience factor?

Response: Yes

Question 22: May we include our major subcontractor’s C-Cure certification in lieu of the prime contractor’s? Or a teaming partners?

Response: Yes, as long as the certified personnel are the actual boot on the ground contractors working in the system.

Question 23: The Specifications listed Appendix 1 Limited Hazardous Materials Survey Report and Appendix 2 Site Specific Safety Plan Format Guidelines, can you provide copies?

Response: These items are unavailable. They are not included as part of the Specs.

Question 24: Is there a requirement to have a full-time QC person?

Response: Yes.

Question 25: Full-time Safety? Can the superintendent also be the Safety Manager?

Response: Yes & Yes
