The project scope includes interior and exterior repainting and repairs of an existing 500,000-gallon pedesphere style elevated storage tank, repair of a damaged overflow pipe, removal and replacement of a 16-inch gate valve, painting of the DWSD logo on two sides of the tank, and provision of a third-party NACE-approved inspector. Additional work includes protection of all existing antennas on the tank, which remain in place during construction. The pre-bid conference was held on August 12, 2026, at 10:00 a.m., and sealed bids are due by 3:00 p.m. Central Time on September 10, 2026, to be delivered to the DWSD office at 4425 Park Ten Drive, Diamondhead, Mississippi 39525. Bids may be submitted electronically at www.digitalengineeringplans.com and will be publicly opened and read aloud at 4:00 p.m. on the same date. The contract time of performance is 90 calendar days with liquidated damages set at $800 per day for delays. Award is anticipated in October 2026 with a Notice-to-Proceed expected within 30 days of contract execution.

The estimated project budget is $580,000. Union labor is not required, and certified payroll is not mandated for this project. Pre-bid conference attendance is non-mandatory. The addendum includes the 2020 inspection report from Pittsburgh Tank & Tower Maintenance Co., which documents the tank's condition, identifies critical deficiencies requiring attention, and provides recommendations for repairs and preventive maintenance. Multiple contractors from across the United States obtained plan documents, including firms specializing in coatings, sandblasting, construction, and tank maintenance services. All nonresident bidders must provide a copy of their state's current preference law or submit a written statement indicating their state does not have preference law requirements. Questions regarding project specifications were accepted until September 4, 2026, and directed to John Stein at Digital Engineering.

RE: Diamondhead, MS

500,000 Gallon WSP

Job No. 320099

Pittsburg Tank & Tower Maintenance Co., Inc. March 3, 2020

Photo shows the tank is secured with fencing. There is no signage on the fence. We recommend posting a Warning, Tampering With This Facility is a Federal Offense (US code title 42, section 300i-1) sign and a No Trespassing sign.

Photo shows the area around the tank foundation is properly graded and in compliance with AWWA D100-11; 12.7.1 Height aboveground.

Photo shows the condition of the foundation. NFPA 22-2018; 12.2.1.2 states, “… the junction of the tank bottom and the top of the concrete foundation shall be tightly sealed to prevent water from entering the base.” We recommend sealing the foundation with a sealant.

Photo shows the tank is electrically grounded for lightning protection as required by OSH Act of 1970 Section 5 and NFPA 780-2020; 5.4 Metal Towers and Tanks and appears to be in good condition.

Photo shows the condition of one (1) of the sixteen (16) anchor bolts. AWWA D100-11; 3.8.1.1 Required anchorage states, “For ground-supported flat-bottom reservoirs and standpipes, mechanical anchorage shall be provided when the wind or seismic loads exceed the limits for self-anchored tanks.” We recom-mend cleaning the area around the anchor bolts, tightening the anchor nuts, then tack welding the circumference of the nut-to-base plate connections and bolt-to-nut connections to eliminate loosening.

Job No. 320099

Photos show the 8” overflow pipe system, which is equipped with a flapper valve as required by AWWA D100-11; 5.3: Overflow. We recommend installing a screen on the existing overflow pipe.

Photo shows the condition of the 30” x 60” base cone door. The base cone door requires the following to be in compliance with OSHA 1910.146(c)(2) Con-fined spaces.

We recommend:

Base cone ladder in above photos is 16” wide in compliance with OSHA

1910.23 Ladders and AWWA D100-11; 5.4.2: Ladders. Notice the notched rail. We recommend installing a cable type ladder safety device, and posting a Fall Protection Required sign at the base of the ladder.

Photo shows the first platform, which appears to be in good condition.

Stem access ladder in above photo is 16” wide in compliance with OSHA

1910.23 Ladders and AWWA D100-11; 5.4.2 Ladders. Notice the notched rail.

We recommend installing a cable type ladder safety device.

Photo shows the second platform, which appears to be in good condition.

Photo shows the condition of the 20” painters hatch. We recommend installing a locking device.

Access tube ladder in above photo is 16” wide in compliance with OSHA

1910.23 Ladders and AWWA D100-11; 5.4.2 Ladders. Notice the notched rail.

We recommend installing a cable type ladder safety device.

Photo shows the tank interior dry area coating system. The overall interior dry area coating system appears to be in good condition. We recommend re-evaluating the tank interior dry area at next inspection cycle.

Photo shows the 23” access tube hatch, which appears to be in good condition.

Photo shows the condition of the 30” primary roof hatch. Roof openings on this tank require the following to be in compliance with AWWA D100-11; 5.4.3 Roof openings and OSHA 1910.146(c)(2) Confined spaces.

We recommend:

Install 30” secondary roof hatch 180° from primary hatch Post Confined Space Entry signs

We further recommend installing an OSHA compliant interior access ladder complete with standoffs every 10' on center, and a cable type ladder safety de-vice at the suggested secondary roof hatch.

*In cold climates it’s up to the owner’s discretion on placement of internal ladders.

Primary interior access ladder in above photo is 16” wide in compliance with OSHA 1910.23 Ladders and AWWA D100-11; 5.4.2 Ladders. Notice the notched rail. We recommend installing a cable type ladder safety device.

500,000 Gallon WSP

Job No. 320099

Photos show the tank roof edge is equipped with a 42” high compliant handrail system for fall protection as required by OSHA 1910.28(b)(1). The handrail sys-tem is equipped with an intermediate rail and toeboard, and appears to be in good condition.

Photos show the tank exterior coating system. The overall exterior coating sys-tem appears to be in good condition. We recommend re-evaluating the tank ex-terior at next inspection cycle.

Photo shows the interior roof lap seams, which appear to be in good condition.

Photo shows a fill pipe on the tank interior. A temperature difference between the water in the top and bottom of a tank, even as little as 1-2 degrees Fahren-heit, is an indication of thermal stratification and the tank water not being com-pletely mixed. Incomplete mixing would result in short-circuiting, and localized increase in water age would develop inside the tank. This typically leads to wa-ter quality problems, such as loss of residual, DBP spikes, HPC spikes, bacteria regrowth, formation of bio-film, changes in pH and dissolved oxygen. We rec-ommend installing a mixing system. Electrical work to be done by others if re-quired.

Photo shows sediment in the tank. Silt ingested into the sprinkler system can clog the sprinkler heads, rendering the system deficient. We recommend per-forming a dry interior cleanout to prevent damage to the sprinkler system.

This work should be performed on an emergency basis.

*Please note price for interior cleanout is based on removing 1” – 3” of sediment. Any additional accumulation discovered will be removed in the amount of $300 per hour. In the event the tank has to be drained, tank will need to be drained by the owner, prior to our arrival.

We further recommend installing a passive cathodic protection system.

Due to slope in bottom of tank, a robotic in-service cleanout can not be performed.
