The new work item is to replace the Number 5 Ship Service Diesel Generator (SSDG) exhaust bellows located on the USS ANCHORAGE (LPD 23). The total estimated value of this new work item is . Funding will be FY23 OPN (TYCOM funded). The work is required to be completed during the USS ANCHORAGE (LPD 23) FY23 DSRA, which has a start date of and a delivery date of . 4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(b)(B) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 this authority applies in those situations where the supplies or services required by the agency are available from only one responsible source, or, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This availability is the last opportunity to complete this upgrade prior to deployment and this work is needed to fulfill required operational capability.
5. RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY
Request for Contractor Change (RCC) 326N was issued to incorporate new work item 311-25-001 to replace the Number 5 Ship Service Diesel Generator (SSDG) exhaust bellows located in Auxiliary Machinery Room Number 3 (7-128-0-E) onboard the USS ANCHORAGE (LPD 23). RCC 326N is written to include NAVSEA Standard Items (NSI) 009-09 Process Control Procedure (PCP), 009-12 for accomplishing welding requirement, 009-11 to accomplish insulation and lagging, and 009-32 for cleaning and painting requirement for all new and disturbed surfaces following the replacement of SSDG exhaust bellow.
The Number 5 SSDG requires replacement due to a split seal ring discovered Deisel Engine Inspector (DEI) upon removal of exhaust lagging pads during inspections in the week of
. The ship did not identify the need for replace the exhaust bellows until after 100% Package Lock, therefore this work was not included in the basic work package.
After 100% package lock, the team researched and found that the Outlet on the Turbo for the MPDE is the separation boundary between the MPDE and the Exhaust system/piping. These are two different systems with their own each unique Ships Work Line Item Number (SWLIN). The exhaust system may seem like part of the MPDE, however as indicated above, it is a completely different system.
The SWLIN for the SSDG is 31211, while the Exhaust SWLIN is 34200. The bellows is located on the Exhaust System and not part of the SSDG system, and therefore is considered new work.
The replacement of the Number 5 SSDG exhaust bellows cannot be deferred to another availability since fully operational Number 5 SSDG exhaust bellows are required in order for completion of six
(6) each basic work items in the FY23 DSRA work pack. Per PACFLT direction, all engineering systems must have maximized reliability and full redundancy. Additionally, the exhaust bellows replacement is mandatory as a safety requirement to prevent carbon monoxide poising and a possible exhaust leaks in the space. This work MPDE and SSDGs will be fully operational for Sea Trials and AC. Issuing this new work to yard, preventing potential scheduling conflicts and delays. In addition, issuing this new work will reduce overall risk in terms of cost and schedule on behalf of the Government. Since USS ANCHORAGE (LPD 23) FY23 DSRA was awarded to NASSCO as the prime contractor, having NASSCO accomplish this new work will give continuity with the systems and personnel already scheduled to be working on the ship.
Additionally, NASSCO is uniquely positioned to perform this work on the ship and it is impracticable for another company to perform these support services.
RCC 326N was issued to the Contractor for pricing 12 January 2024 and NASSCO submitted a proposal on 05 February 2024 for , several discussions were held between the Government Project Team and the Contractor to verify scope and materials required. The material vendor providing a quote for the necessary expansion joint, flanged bellows did not submit material pricing
The SWRMC ACO intends to settle this new work at a fair and reasonable price based on the
6. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY
OFFERORS AS PRACTICABLE
The original contract was awarded competitively in which NASSCO was the selected awardee.
Efforts to solicit offers or compete this requirement were not made due to the risks of schedule impact and risk for financial injury as detailed above. During this window of maintenance no other source impact to the availability completion schedule. An impact to the availability completion schedule would pose a serious risk to mission readiness.
7. DETERMINATION OF FAIR AND REASONABLE COST
The Contracting Officer has determined that the anticipated cost to the Government of this acquisition will be fair and reasonable based on cost and price analysis to be conducted pursuant to FAR Part 15.
In addition, technical analysis will be performed with the Project Manager to ensure the proposed labor hours, material cost, and subcontractor cost correspond with the expected cost or Independent Government Estimate (IGE). The basis of estimate for the IGE was developed utilizing the SWRMC ents. The ship repair market is well known to the contracting officer based on her in-depth experience in the field.
8. ACTION TAKEN TO REMOVE BARRIERS TO COMPETITION
This availability is the last opportunity to complete this upgrade prior to deployment and this work is needed to fulfill required operational capability. This scope of work could not have been identified prior to package lock.
