About this file
This is a Special Notice of Proposed Sole Source Contract Action from the United States Coast Guard Infrastructure Service Division for information technology and telecommunications equipment and services. The contract is being solicited on a firm-fixed price basis under Simplified Acquisition Procedures to Aviat U.S., Inc., located at 200C Parker Drive, Suite 100A, Austin, Texas 78728, based on the determination that only one responsible source can satisfy agency requirements under FAR 12.102(a).
The procurement consists of two line items: (1) AVIATCARE Services OEM Extended Warranty for one Fujitsu Flashwave 4100 SONET Multiplexer, including repair services and 24/7 remote technical support (Part #SWW-OMEW000012FJ), and (2) AVIATCARE Services ProVision Software Support for a 101-500 Node License (Part #SWW-PV24G3XX1299). The contract period of performance is 9 September 2026 through 8 September 2027. The closing response date for interested vendors to submit capabilities and qualifications is 1:00 PM ET on Friday, 7 August 2026, with an anticipated award date of 19 August 2026. In accordance with RFO FAR 5.101, this is a notification of a proposed sole-source contract action to Aviat U.S., Inc.
The United States Coast Guard (USCG) intends to solicit and award on a sole source basis under the authority of RFO FAR 12.102(a) to Aviat U.S., Inc. at 200C Parker Drive, Suite 100A Austin, Texas 78728. This procurement is being conducted under Simplified Acquisition Procedures (SAP) – only one responsible source and no other supplies or services will satisfy agency requirements. Aviat Care WarrantyPlus Product provides manufacturer’s authorized (24/7) upper tier web-based and telephonic technical support to Coast Guard field engineers and manufacturer-approved expedited depot-level component repair for two (2) products; Aviat Pro-Vision Network Monitoring System and Fujitsu Flashwave 4100 SONET multiplexers. Only Aviat can provide the repair of this equipment. Aviat has the exact components to repair the broken modules and depot test equipment and supporting test procedures to ensure that the repairs make the system 100% operational. For the Coast Guard to duplicate this function, significant resources would be needed to hire and train personnel to support the equipment.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than (NLT) 1:00PM ET on Friday, 7 August 2026.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
The notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, Avery Cole, Email: Avery.L.Cole@uscg.mil, and the Contracting Officer, Mark Rushing, Email: Mark.A.Rushing@uscg.mil with the Notice ID number referenced in the subject line.
