About this file

This is a Cost Proposal template for Marketing and Advertising Services for the State of Tennessee. The proposal document outlines three primary cost categories: Core Team Rate Card, Media Buys, and Public Relations services. The Core Team Rate Card requires hourly rates across multiple positions organized by functional categories including Account Management, Strategic Planning & Research, Creative, Digital Services, Media, and Production. Media Buys are structured as a percentage mark-up against an estimated annual investment of $12,000,000 across five contract years. Public Relations costs include monthly retainers, reporting tools, travel expenses for immersion tours and strategic planning meetings, and media engagement activities. The contract period spans five years with all cost proposals required to remain valid for at least 120 days following the proposal opening date.

All monetary amounts must be submitted in U.S. currency limited to two decimal places. The cost proposal scoring methodology applies evaluation factors to each category—6x for Core Team Rate Card, 13x for Media Buys, and 1x for Public Relations—with the lowest evaluation score from all proposals receiving the highest evaluation rating. Proposers must complete all required sections and have the proposal signed by an individual with authority to bind the entity, with evidence of authority required if the signatory is not the President or Chief Executive Officer. The State explicitly reserves the right to request work in specific dollar amounts or no work at all during any contract period, and the payment methodology includes all applicable taxes, fees, overhead, and direct and indirect costs incurred by the contractor.
