This Operations Instruction (OI) is for use by the 319th Combat Training Squadron (CTS) personnel who plan, analyze, design, develop, implement, and evaluate curricula, and is to be used in conjunction with the 319 CTS Curriculum Development Guide (CDG). Refer recommended changes and questions about this publication to the office of primary responsibility (OPR).
This OI provides requirements for collecting and maintaining information protected by the
Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. System of
Records notice F036 AFPC Q, Personnel Data Systems applies. Maintain and dispose of records created as a result of processes prescribed in this publication in accordance with Air Force

1. INTRODUCTION
1.1. General. Effective execution of the 319th Combat Training Squadron (319 CTS)-assigned space education and training mission is critical to the development and maintenance of a highly skilled, experienced, and motivated space professional cadre preparing students for advanced or deployed operations, as well as their assigned Major Warfighting Function. This
Operating Instruction (OI) establishes policies and programs to efficiently deliver space-related training and education to meet the 319 CTS mission requirements.
1.2. Purpose. This OI outlines the 319 CTS processes and procedures for conducting space operations education and training. It encompasses:
1.2.1. Roles and responsibilities.
1.2.2. Instructor and evaluator training, development, and standardization.
1.2.3. Instructor qualification and evaluator appointment.
1.2.4. Lesson certification.
1.2.5. Training and evaluation documentation.
1.2.6. Course development, maintenance, modification, and approval processes.
1.2.7. Course planning and course execution processes.
2. ROLES AND RESPONSIBILITIES
2.1. 319 CTS Commander (319 CTS/CC).
2.1.1. Provide vision, priority, and guidance for curriculum development and revision.
2.1.2. Ensure 319 CTS meets Air Force Space Command (AFSPC) requirements as outlined in the AFSPC Tasking Memorandum.
2.1.2.1. The Tasking Memorandum is approved by AFSPC A3/6T.
2.1.3. Serve as the 319 CTS representative to higher headquarters (HHQ) level education and training forums and boards.
2.1.4. Set overall organization and structure of the unit.
2.1.5. Secure manpower and resources in support of mission requirements.
2.1.6. Ensure that viable programs and/or processes exist to standardize mission training, instructor qualification, evaluator appointment, and training documentation.
2.1.6.1. Maintain overall responsibility for the operation and management of these programs.
2.1.6.2. Appoint personnel to oversee, establish policies for, monitor, and audit these programs.
2.1.7. Coordinate with building tenants as the host unit commander and set facility and security policies for all occupants of the Moorman Space Education and Training Center
(SETC).
2.1.8. Approve Course Requirement Documents (CRD) for all 319 CTS courses.
2.1.9. Approve Course Resource Estimates (CRE) for all 319 CTS courses.
2.1.10. Approve the 319 CTS Evaluation Guide.
2.1.11. Serve as the Instructor/Evaluator Qualifying Official in conjunction with the 319
CTS/DO. Refer to Chapter 3 and 4 for specific duties.
2.1.11.1. The Commander of the 42nd Combat Training Squadron (42 CTS), the 319
CTS Reserve Associate Unit (RAU), may serve as the Instructor/Evaluator
Qualifying Official for 42 CTS personnel and conduct appropriate actions IAW
Chapter 3 and 4.
2.1.12. Chair the Facilities Utilization Board (FUB) and the Configuration Control Board
(CCB).
2.1.13. Approve lesson decertifications, as required IAW paragraph 3.4.
2.1.14. Conduct student dismissal actions as required IAW paragraph 9.6.
2.2. 319 CTS Director of Operations (319 CTS/DO).
2.2.1. Serve as the acting 319 CTS/CC when the 319 CTS/CC is absent.
2.2.2. Oversee and manage:
2.2.2.1. 319 CTS operations, course planning, and execution of the 319 CTS mission in coordination with MS and DE
2.2.2.2. Instructor qualification in accordance with (IAW) paragraph 3.1 and
Chapter 4.
2.2.2.3. Squadron budget.
2.2.2.4. Student Selection Boards.
2.2.2.4.1. This may be delegated.
2.2.2.5. Student Elimination Boards IAW paragraph 9.7.2.
2.2.2.6. Classroom allocation and configuration for all SETC courses.
2.2.2.7. Development of the 319 CTS Master Course Schedule (MCS) for all resident and mobile courses IAW paragraph 8.1.
2.2.2.8. Course Readiness Reviews (CRR) prior to execution of each course IAW paragraph 8.3.6.
2.2.2.9. Conference Readiness Reviews prior to hosting an event external to the
319 CTS.
2.2.2.10. Course Debriefs IAW paragraph 10.4.
2.2.2.11. Test Question Review Board IAW paragraph 9.5.2.
2.2.2.12. Development of and revision to this OI.
2.2.3. Coordinate with 319 CTS/DE on Military Personnel Appropriation (MPA) requests for RAU support.
2.2.4. Execute squadron programs and processes to standardize instructor qualification, evaluator appointment, and training documentation.
2.2.5. Execute unit funding.
2.2.6. Coordinate manpower and resource requirements.
2.2.7. Serve as the Instructor/Evaluator Qualifying Official in conjunction with the 319
CTS/CC. This authority cannot be delegated to a lower level. Refer to Chapter 3 and 4 for specific duties.
2.2.7.1. The 42 CTS Director of Operations may serve as the Instructor/Evaluator
Qualifying Official for his/her unit’s personnel and conduct appropriate actions IAW
Chapter 3 and 4.2.2.9.
2.2.8. Direct spot evaluations for instructors.
2.2.9. Appoint squadron evaluators IAW paragraph 4.2. This authority cannot be delegated.
2.2.10. Manage office space allocation and utilization in SETC work areas.
2.2.11. Approve the Course Development and Maintenance Plan (CDMP) IAW paragraph 6.3.1.3. This responsibility can be delegated.
2.2.12. Approve lesson decertifications as required IAW paragraph 3.4.
2.2.13. Approve lesson plans IAW paragraph 6.4.1.1.1.
2.3. 319 CTS Dean of Academics (319 CTS/DE).
2.3.1. Oversee, plan, organize, and direct all curriculum matters and policies in the 319
CTS.
2.3.1.1. Ensures all courses are developed in accordance with DoD, United States
Air Force (USAF), and local regulations, as applicable.
2.3.1.2. Has waiver authority for this provision in conjunction with 319 CTS/CC.
2.3.2. Oversee all standardization and evaluation functions related to academics.
2.3.3. Advise 319 CTS operational flights on matters directly related to academics and evaluations, to include implementing academic policies, processes and procedures.
2.3.3.1. Coordinate with the 319 CTS/DO on all academic matters impacting course execution.
2.3.4. Serve as advisor to 319 CTS/CC and 319 CTS/DO on all academic and evaluation matters.
2.3.5. Serve as the academic liaison between 319 CTS and the National Security Space
Institute (NSSI).
2.3.6. Lead development and revisions to the 319 CTS Curriculum Development Guide
(CDG).
2.3.6.1. Approve the 319 CTS CDG
2.3.7. Lead course development for new courses IAW Chapter 6.
2.3.8. Serve as advisor to Air Force Space Command Directorate of Operations and
Communications (AFSPC A3/6) and Stakeholders on matters regarding course additions, removals, and changes to existing 319 CTS courses.
2.3.8.1. Stakeholder advisor duties shall be performed in conjunction with the
DOT Flt/CC IAW paragraph 6.1.
2.3.9. Oversee major changes to curriculum and lead course modifications for courses undergoing a major change.
2.3.10. Lead 319 CTS input and coordination for the development of new Course Control
Documents (CCDs). Review all major changes to existing CCDs IAW Instructional
System Development (ISD) principles.
2.3.11. Approve the Master List of Objectives (MLO) for each course.
2.3.12. Serve as liaison with other academic institutions.
2.3.13. Participate in select Debriefs to verify course currency/relevancy and compliance with 319 CTS policies and processes.
2.3.14. Participate in select CRRs prior to execution of each course IAW paragraph 8.3.6.
2.3.15. Supervise AFSPC approval for foreign disclosure when required.
2.3.16. Participate in Test Question Review Boards IAW paragraph 9.5.2.
2.3.17. Oversee all instructor-related training courses and functions.
2.3.18. Serve as a point of contact for MPA requests.
2.3.18.1. Coordinates with the 319 CTS/DO on support requirements.
2.4. 319 CTS Operations Flights
2.4.1. The Training Flight (DOT)
2.4.1.1. DOT is responsible for executing Advanced Courses, Instructing Training, and the Space Warfighter Follow-on (SWF) Courses.
2.4.1.2. The DOT Flight Commander:
2.4.1.2.1. Notify 319 CTS/DO if successful course completion is not possible.
2.4.1.2.2. Act as the primary point of contact for all stakeholders for courses under their responsibility as determined by applicable Course Requirements
Document (CRDs).
2.4.1.2.3. Coordinate and implement stakeholder requirements into their courses of responsibility as required.
2.4.1.2.4. Recommend the addition and/or removal of stakeholder(s) to the
319 CTS/CC and ensure it is codified into the applicable CRDs.
2.4.1.2.5. Approve and sign courseware IAW Attachment 2.
2.4.1.2.6. Manage courseware development activities for assigned courses.
2.4.1.2.7. Oversee and conduct Student Selection Boards for their courses of responsibilities IAW paragraph 8.2.8.
2.4.1.2.8. Prepare for and attend Course Readiness Reviews (CRRs) IAW paragraph 8.3.6
2.4.1.2.9. Prepare for and attend Course Debriefs.
2.4.1.2.10. In coordination with DOK, conduct a course Hotwash and complete an After-Action Report (AAR) prior to the Course Debrief.
2.4.1.2.11. Oversee tracking and closure of open action items resulting from
Course Debriefs.
2.4.1.2.12. Evaluate lesson feedback to determine if course and/or courseware updates are required.
2.4.1.2.13. Coordinate with the SME and Dean’s Flight to ensure development, modification, and maintenance of all courseware comply with ISD principles and the 319 CTS CDG, and meet the requirements specified in CCDs.
2.4.1.2.14. Supervise CCD review and revision.
2.4.1.2.15. Appoint lesson subject matter experts (SMEs) for all lessons in his/her courses in Toolkit.
2.4.1.2.16. Coordinate with the 42 CTS to identify, prioritize, and request
RAU support for the flight’s courses.
2.4.1.2.16.1. Requests course or admin support will be sent via email to the 42 CTS DO, ADO, and RNSSI.Reserve.Support@us.af.mil.
2.4.1.2.16.2. If MPA days are required, the requesting flight will coordinate with the 319 CTS/DO and 319 CTS/DE.
2.4.1.2.17. Ensure Flight continuity is kept current.
2.4.1.3. The DOT Flight Chief:
2.4.1.3.1. Serve as the Flight Commander when he/she is absent.
2.4.1.3.2. Oversee maintenance of each lesson in their courses in Toolkit.
2.4.1.3.3. Coordinate Toolkit issues with the database manager.
2.4.1.3.4. Oversee the development, maintenance, and execution of T-90 checklists IAW requirements identified in Chapter 8.
2.4.1.3.5. Oversee planning and execution of mobile courses as appropriate and IAW paragraph 6.4.3.
2.4.1.3.6. Coordinate with the 319 CTS Web Administrator, Registrar, and
Scheduler to ensure course information is current and accurate including, but not limited to, course description, schedule, registration, student handouts, prerequisites.
2.4.1.4. DOT Course Directors:
2.4.1.4.1. Course Directors are the OICs in charge of specific DOT courses.
2.4.1.4.2. Responsibilities:
2.4.1.4.2.1. Create course schedules in Toolkit.
2.4.1.4.2.2. Update courseware based on TTPs and Lessons Learned in coordination with DOK IAW ISD principles.
2.4.1.4.2.3. Serve as the primary point of contact for classroom activities and student issues during course execution for assigned courses of responsibility.
2.4.1.4.2.4. Serve as the frontline supervisor for students attending their courses of responsibility.
2.4.1.4.2.5. Attend course Student Selection Boards for their courses of responsibility IAW paragraph 8.2.8.
2.4.1.4.2.6. Attend CRRs IAW paragraph 8.3.6
2.4.1.4.2.7. Attend Course Debriefs.
2.4.1.4.2.8. Complete course Hotwashes prior to Course Debrief.
2.4.1.4.2.9. Complete course AARs in coordination with DOK prior to
Course Debrief.
2.4.1.4.2.10. Evaluate lesson feedback to determine if course and/or courseware updates are required.
2.4.1.4.2.11. Implement any required course and/or courseware updates as authorized by the Flt/CC.
2.4.1.4.2.12. Coordinate with the Dean’s Flight to ensure development, modification, and maintenance of all courseware comply with ISD principles and the 319 CTS CDG, and meet the requirements specified in CCDs.
2.4.1.4.2.13. Plan and execute mobile courses IAW paragraph 6.4.3.
2.4.1.4.2.14. Notify Flt/CC of 42 CTS personnel requirements for assigned course(s) of responsibility
2.4.1.5. DOT Course Managers:
2.4.1.5.1. Course Managers are in charge of specific DOT courses.
2.4.1.5.2. Conduct all pre-course execution, course execution, and end-of-course functions to include, but not limited to test grading, presentations, capstones, student feedback, scheduling tours, develop and submit Visit
Authorization Requires (VARs), and GOV transportation requests.
2.4.1.5.3. Manage the classroom during course execution for their courses of responsibility.
2.4.1.5.4. Coordinate all student issues with relevant in-house service liaisons.
2.4.1.5.5. Coordinate with other members of the flight to update courseware, perform pre-course execution, course execution, and end-of-course functions to include test grading, presentations, capstones, student feedback, tours, etc.
2.4.1.5.6. Participate in course Hotwashes prior to Course Debrief.
2.4.1.5.7. Track and close open action items resulting from Course Debrief.
2.4.1.5.8. Ensure lesson feedback is completed.
2.4.1.5.9. Maintain each lesson in their assigned courses in Toolkit.
2.4.1.5.10. Assist in executing T-90 checklists IAW requirements identified in
Chapter 8.
2.4.1.5.11. Initiate the major and minor change process IAW Chapter 6.
2.4.1.5.12. Initiate the Master Course Schedule (MCS) Change process IAW
Chapter 8.
2.4.1.5.13. Initiate the Workshop Request process.
2.4.1.5.14. Ensure students meet the Distance Learning (DL) requirements prior to course attendance.
2.4.2. The Intelligence Flight (DOI)
2.4.2.1. DOI is responsible for the maintenance and execution of courses supporting AFSPC A2’s training requirements, SETC Intel Academics; ensuring all
319 CTS intel-related lessons are current; and provide classified intelligence briefings to 319 CTS students, as required.
2.4.2.2. The DOI Flight Commander:
2.4.2.2.1. Notify 319 CTS/DO if successful course completion is not possible.
2.4.2.2.2. Act as the primary point of contact for all stakeholders for courses under their responsibility as determined by applicable Course Requirements
Document (CRDs).
2.4.2.2.3. Coordinate and implement stakeholder requirements into their courses of responsibility as required.
2.4.2.2.4. Recommend the addition and/or removal of stakeholder(s) to the

2.4.2.2.18. Ensure Flight continuity is kept current.
2.4.2.3. The DOI Flight Chief:
2.4.2.3.1. Serve as the Flight Commander when he/she is absent.
2.4.2.3.2. Oversee maintenance of each applicable lesson in Toolkit.
2.4.2.3.3. Coordinate Toolkit issues with the database manager.
2.4.2.3.4. Oversee the development, maintenance, and execution of T-90 checklists IAW requirements identified in Chapter 8.
2.4.2.3.5. Oversee planning and execution of mobile courses as appropriate and IAW paragraph 6.4.3.
2.4.2.3.6. Coordinate with the 319 CTS Web Administrator, Registrar, and
Scheduler to ensure course information is current and accurate including, but not limited to, course description, schedule, registration, student handouts, prerequisites.
2.4.2.3.7. Conduct all pre-course execution, course execution, and end-of-course functions to include, but not limited to test grading, presentations, capstones, student feedback, scheduling tours, develop and submit Visit
Authorization Requires (VARs), and GOV transportation requests.
2.4.2.3.8. Send final student selection to AFSPC A2F for approval and funding determination NLT 55 days prior to in-residence class start date
2.4.2.3.9. Ensure students meet the DL requirements prior to course attendance.
2.4.3. The Weapons & Tactics Flight (DOK)
2.4.3.1. DOK is responsible for executing the Warfighter Support Courses.
2.4.3.2. DOK is also responsible for the 319 CTS integration and participation in space-related exercises.
2.4.3.3. DOK is responsible for the integration of tactics into advanced mission training, exercises, mission planning and evaluation scenarios in coordination with course-owning flights.
2.4.3.4. DOK is the unit lead for all debrief and lessons learned actions in relation to 319 CTS courses.
2.4.3.5. Responsibilities:
2.4.3.5.1. Provide exercise support to select AFSPC and/or USSPACECOM exercises, as directed by AFSPC A3/6T.
2.4.3.5.2. Attend select planning conferences, as relevant to 319 CTS curriculum development.
2.4.3.5.3. Work with DMOC-S and AFSPC A3/6T as the 319 CTS liaison for Space Flag Preparatory Course (SFPC).
2.4.3.5.4. Liaise with WG, OG, and unit exercise shops to ensure unit tactical level training/exercise objectives are being addressed in coordination with DOT and DOI.
2.4.3.5.5. Ensure exercise scenarios are consistent with unit Tactics, Techniques, and Procedures (TTP) employment and relevant threats in coordination with DOT and DOI.
2.4.3.5.6. Continuously evaluate the effectiveness of courses in relation to the mission, established TTP, and the threats in coordination with DOT and DOI.
2.4.3.5.7. Collect and store End of Course Feedback.
2.4.3.5.8. Establish and execute course debriefs.
2.4.3.5.8.1. This includes conducting trend analysis, determining root causes for missed questions, and providing recommendations.
2.4.3.5.9. Present applicable lessons learned stemming from the debrief process in Recurring Instructor Training (RIT) and other training activities.
2.4.3.5.10. Identify trending deficiencies in 319 CTS courses.
2.4.3.5.10.1. Track the status of the school-wide action items identified in the AAR. The assigned OPR will close out their assigned items in
Toolkit.
2.4.3.5.11. Maintain a Tactics Library with current TTPs for SMEs and lesson owners to reference during course maintenance and course development.
2.4.3.5.11.1. The library will be updated following each Weapons and
Tactics Conference.
2.4.3.6. The DOK Flight Commander:
2.4.3.6.1. Notify 319 CTS/DO as soon as possible if successful course completion is not possible.
2.4.3.6.2. Act as the primary point of contact for all stakeholders for courses under their responsibility as determined by applicable Course Requirements
Document (CRDs).
2.4.3.6.3. Coordinate and implement stakeholder requirements into their courses of responsibility as required.

2.4.3.7.5. Oversee planning and execution of mobile courses as appropriate and IAW paragraph 6.4.3.
2.4.3.7.6. Coordinate with the 319 CTS Web Administrator, Registrar, and
Scheduler to ensure course information is current and accurate including, but not limited to, course description, schedule, registration, student handouts, prerequisites.
2.4.3.7.7. Attend exercises and Debriefs to gather lessons learned
2.4.3.7.8. Provide lessons learned to stakeholder organizations.
2.4.3.8. DOK Course Directors:
2.4.3.8.1. Course Directors are the OICs in charge of specific DOK courses.
2.4.3.8.2. Responsibilities:
2.4.3.8.2.1. Create course schedules in Toolkit.
2.4.3.8.2.2. Update courseware based on TTPs and Lessons Learned in coordination with DOK IAW ISD principles.
2.4.3.8.2.3. Serve as the primary point of contact for classroom activities and student issues during course execution for assigned courses of responsibility.
2.4.3.8.2.4. Serve as the frontline supervisor for students attending their courses of responsibility.
2.4.3.8.2.5. Attend course Student Selection Boards for their courses of responsibility IAW paragraph 8.2.8.
2.4.3.8.2.6. Attend CRRs IAW paragraph 8.3.6
2.4.3.8.2.7. Attend Course Debriefs.
2.4.3.8.2.8. Complete course Hotwashes prior to Course Debrief.
2.4.3.8.2.9. Complete course AARs in coordination with DOK prior to
Course Debrief.
2.4.3.8.2.10. Evaluate lesson feedback to determine if course and/or courseware updates are required.
2.4.3.8.2.11. Implement any required course and/or courseware updates when authorized to by the Flt/CC.
2.4.3.8.2.12. Coordinate with the Dean’s Flight to ensure development, modification, and maintenance of all courseware comply with ISD principles and the 319 CTS CDG, and meet the requirements specified in CCDs.
2.4.3.8.2.13. Plan and execute mobile courses IAW paragraph 6.4.3.
2.4.3.8.2.14. Notify Flt/CC of 42 CTS personnel requirements for assigned course(s) of responsibility
2.4.3.9. DOK Course Managers:
2.4.3.9.1. Course Managers are in charge of specific DOK courses.
2.4.3.9.2. Conduct all pre-course execution, course execution, and end-of-course functions to include, but not limited to test grading, presentations, capstones, student feedback, scheduling tours, develop and submit Visit
Authorization Requires (VARs), and GOV transportation requests.
2.4.3.9.3. Ensure students meet DL requirements prior to course attendance.
2.4.3.9.4. Manage the classroom during course execution for their courses of responsibility.
2.4.3.9.5. Coordinate all student issues with relevant in-house service liaisons.
2.4.3.9.6. Coordinate with other members of the flight to update courseware, perform pre-course execution, course execution, and end-of-course functions to include test grading, presentations, capstones, student feedback, tours, etc.
2.4.3.9.7. Participate in course Hotwashes prior to Course Debrief.
2.4.3.9.8. Track and close open action items resulting from Course Debrief.
2.4.3.9.9. Ensure lesson feedback is completed.
2.4.3.9.10. Maintain each lesson in their assigned courses in Toolkit.
2.4.3.9.11. Assist in executing T-90 checklists IAW requirements identified in
Chapter 8.
2.4.3.9.12. Initiate the major and minor change process IAW Chapter 6.
2.4.3.9.13. Initiate the Master Course Schedule (MCS) Change process IAW
Chapter 8.
2.4.3.9.14. Initiate the Workshop Request process.
2.5. The Dean’s Flight
2.5.1. Associate Dean of Academics
2.5.1.1. Serve as acting 319 CTS Dean when he/she is absent.
2.5.1.2. Review and sign course MLOs, as directed to by the 319 CTS/DE.
2.5.1.3. Maintain instructor qualification IAW paragraph 3.2.
2.5.1.4. Maintain evaluator appointment status IAW paragraph 4.2.
2.5.1.4.1. Participate in instructor- and evaluator-related training courses and functions.
2.5.2. Office of the Dean of Academics (DEO)
2.5.2.1. Notify Flt/CC, Flt/CH, or 319 CTS/DO, as appropriate, if an instructor trainee is not making satisfactory training progress during instructor-related training courses and functions. Recommend personnel management actions and/or additional training requirements for substandard performance.
2.5.2.2. Advise the 319 CTS on matters directly related to academics and evaluations, to include implementing academic policies, processes and procedures as determined by the 319 CTS Dean of Academics.
2.5.2.3. Coordinate with the 319 CTS/DO on all academic matters impacting course execution as determined by the 319 CTS/DE.
2.5.2.4. Approve MLOs, as directed by the 319 CTS/DE.
2.5.2.5. Ensure that all flights incorporate ISD principles throughout all 319 CTS courseware.
2.5.2.6. Deliver ISD and compliance recommendations to responsible flights.
2.5.2.7. Manage and execute the 319 CTS evaluations program to include evaluator training and instructor evaluations IAW paragraph 4.2.
2.5.2.8. Recommend evaluator appointments to the Instructor/Evaluator
Qualifying Officials, as required.
2.5.2.9. Complete evaluator and instructor qualification/restriction recommendations to the Instructor/Evaluator Qualifying Officials IAW Chapter 3 and
4.
2.5.2.10. Recommend lesson decertifications as required IAW paragraph 3.4.
2.5.2.11. In conjunction with the 319 CTS operations flights, oversee tailored training/action plans to facilitate corrective actions IAW paragraph 3.5. and Chapter 4 as directed by the Instructor/Evaluator Qualifying Official(s).
2.5.2.12. Participate in Debriefs to verify course currency/relevancy and compliance with 319 CTS policies and processes.
2.5.2.13. Conduct courseware reviews IAW Chapter 6 as appropriate.
2.5.2.14. Conduct reviews of courses and related materials as directed by the 319
CTS/DO and/or the 319 CTS/DE, or at the request of Flt/CCs.
2.5.2.15. Disseminate academic information and outcomes captured in Hotwashes, Debriefs, and AARs to the 319 CTS instructor cadre and leadership, as required.
2.5.2.16. Develop CDG for 319 CTS/DE approval.
2.5.2.17. Attain and maintain instructor qualification IAW paragraph 3.2 unless otherwise directed by the Dean of Academics.
2.5.2.18. Oversee and conduct Recurring Instructor Training.
2.5.2.19. Coordinate Toolkit issues with the database manager.
2.6. Mission Support Flight
2.6.1.1. Manage Information Technology (IT) and Information Assurance (IA) support and network management for 319 CTS and IAW tenant support agreements and ensure they are reviewed annually.
2.6.1.2. The MS Flt/CC serves as the Quality Assurance Evaluator (QAE) and
Contracting Office Representative (COR) for the 319 CTS contracts.
2.6.1.2.1. Ensure classrooms and building are controlled at the appropriate security levels for all courses.
2.6.1.2.2. Oversee acquisitions, operations, maintenance, and disposition for software and hardware in the SETC.
2.6.1.2.3. Conduct facility management, to include but not limited to, Facility Utilization Board (FUB)/Configuration Control Board (CCB) execution, student clean-up schedule, and snow removal management.
2.6.1.2.4. Manage Resource Advisor (RA) operations for 319 CTS.
2.6.1.2.5. Ensure coordination of finances, forms or other pertinent logistics with mobile site point of contact along with 319 CTS Flights.
2.6.1.2.6. Manage the 319 CTS Scheduling Office operations. The 319 CTS
Scheduling Office consists of the 319 CTS Scheduler and 319 CTS Registrar.
2.6.1.3. 319 CTS Scheduler will:
2.6.1.3.1. Develop, de-conflict, maintain, and distribute an annual MCS no later than six months prior to the start of the next fiscal year IAW Chapter 8.
2.6.1.3.2. Manage and maintain the MCS throughout each fiscal year.
2.6.1.3.3. Manage and maintain the scheduling of SETC classrooms in support of outside projects to include video teleconferences, meetings, and equipment when directed by the 319 CTS/CC or DO.
2.6.1.3.4. Coordinate and schedule CRRs for all 319 CTS courses IAW paragraph 8.3.2., 8.3.6., and 10.4.
2.6.1.3.5. Coordinate and schedule Debriefs for all 319 CTS courses IAW paragraph 8.3.2., 8.3.6., and 10.4.
2.6.1.4. 319 CTS Registrar will:
2.6.1.4.1. Support course registration for 319 CTS by managing student registration, selection, enrollment, and graduation IAW Chapter 8.
2.6.1.4.2. Acquire Training Line Numbers for students in all applicable courses.
2.6.1.4.3. Provide student demographic information as requested by 319
CTS/CC, 319 CTS/DO, or Dean of Academics.
2.6.1.4.4. Coordinate with the Special Security Office (SSO) to ensure students have the proper security clearance.
2.6.1.4.5. Assist SSO in first day registration process.
2.6.1.4.6. Maintain a student dismissal roster/tracker and facilitate student dismissal actions IAW paragraph 9.7.
2.6.1.4.7. Utilize official Air Force systems of record to process/track student attendance and graduation as required.
2.6.1.4.8. Coordinate with in-house service liaisons for sister service student registration issues as required.
2.6.1.4.9. Coordinate with NSSI to update electronic welcome signs at least
48 hours prior to a 319 CTS course start date.
2.7. Lesson Subject Matter Experts (SMEs)
2.7.1. SMEs are personnel who possess advanced knowledge, technical aptitude, and proficiency in a particular field or mission area. Lesson SMEs serve as the authority for new lesson development before qualified instructors are certified.
2.7.2. Responsibilities:
2.7.2.1. Maintain subject matter expertise for 319 CTS course material as appropriate.
2.7.2.2. Maintain instructor qualification IAW paragraph 3.2 unless specifically exempted by the 319 CTS/DO.
2.7.2.3. Maintain lesson certification in the lessons in which they are identified in
Toolkit as a SME IAW paragraph 3.3.
2.7.2.4. Serve as the Lesson Certifying Official for lessons in which they are identified in Toolkit as a SME. Refer to paragraph 3.3.1. for specific duties.
2.7.2.5. Perform applicable Course Development and Maintenance Plan (CDMP) actions for lessons in which they are identified in Toolkit as a SME. Refer to paragraph 6.3.1.3. for specific duties.
2.7.2.6. Develop course materials IAW ISD principles and the CDG to meet mission requirements.
2.7.2.7. Update lessons and associated materials as necessary IAW ISD principles, the CDG, and the process for lesson modification IAW paragraph 6.7 to meet mission requirements.
2.7.2.8. Ensure course material contains the appropriate classification markings in accordance with classification guides and AFIs.
2.7.2.9. Notify Flt/CCs of lesson changes to ensure all associated courseware is correctly addressed.
2.7.2.10. Assist and prepare personnel for Instructor Qualification and Lesson
Certification(s).
2.7.2.11. Coordinate with lesson SMEs of similar lessons and crosscheck for cross-course consistency when lesson changes are made.
2.7.2.12. Notify all certified instructors of changes made to courseware (slides, lesson plans (LPs), etc.).
2.7.2.13. Maintain version control in the MCF for lessons in which they are identified in Toolkit as a SME.
2.8. Instructors
2.8.1. Active Duty members residing in a ‘T’ billet are required to attain and maintain instructor status.
2.8.2. The 319 CTS/DO may institute a minimum number of hours instructors are required to teach per fiscal year.
2.8.3. Responsibilities:
2.8.3.1. Become a qualified instructor as stated in paragraph 3.3.
2.8.3.2. Maintain lesson certification(s) IAW paragraph 3.5. as appropriate.
2.8.3.3. Cover all identified learning objectives and samples of behavior and maintain proficiency in the use of all instructional resources available in the classroom (projection systems, video players, models, etc).
2.8.3.4. Maintain currency and review changes with lesson SMEs prior to instruction, as applicable.
2.8.3.5. Note discrepancies and out-of-date information in lesson/LP Master and bring to the attention of lesson SMEs and lesson owners for correction/updates.
2.8.3.6. Confirm teaching availability, both primary and backup, for scheduled lessons via the Toolkit Scheduling Tool prior to course readiness reviews.
2.8.3.7. Adhere to the class schedule and teach their lesson within the allotted time.
2.8.3.8. Ensure proper security protocols are followed IAW 319 CTS 31-401
Security Program Instruction.
3. INSTRUCTOR QUALIFICATION, CERTIFICATION, AND TRAINING
3.1. Instructor Qualification Course.
3.1.1. Instructor Qualification Course (IQC). The purpose of IQC is to prepare a permanent party instructor trainee or former certified 319 CTS or 42 CTS instructor to provide high quality training and education in 319 CTS courses. IQC will include:
3.1.1.1. An overview of ISD principles.
3.1.1.2. Instruction of different teaching methods used in 319 CTS courses to include student presentations.
3.1.1.3. The course material development, modification, and maintenance processes specified in the CDG and this OI.
3.1.1.4. The file management system for developing and maintaining course material.
3.1.1.5. Unit specific processes and procedures for the preparation, execution, and post execution of 319 CTS courses.
3.1.1.6. An instructor evaluation for all permanent party instructor trainees.
Instructor trainees must attain a minimum instructor evaluation rating of
“Satisfactory” IAW paragraph 4.3.5. to successfully complete IQC and earn their instructor qualification prior to lesson certification IAW paragraph 3.2.
3.1.2. The 319 CTS/DO is the authority for IQC waivers. IQC waivers may be considered for:
3.1.2.1. Former 319 CTS or 42 CTS Instructors who have taught in an in-residence
319 CTS course within the past 365 days.
3.1.2.2. Other reasons as determined by the 319 CTS/DO.
3.1.3. 319 CTS/DEO will document an instructor’s training and qualification IAW
Chapter 5 of this OI.
3.1.4. The 319 CTS/DO has the authority to temporarily certify an instructor prior to completion of the course based on mission requirements. However, the instructor must complete the course at his/her first opportunity.
3.2. Instructor Qualification. Instructor Qualification ensures personnel meet or exceed organizational standards for curriculum delivery. Instructor qualification is awarded to personnel after successfully completing IQC (or attaining an IQC waiver IAW paragraph
3.1.2.), successfully completing IMQC, attaining a minimum instructor evaluation rating of
Satisfactory IAW paragraph 4.3.5., and with the approval of the Instructor/Evaluator
Qualifying Official IAW paragraph 3.4. Personnel must be awarded their instructor qualification prior to attaining lesson certification IAW paragraph 3.4.
3.3. Qualifying Officials. The 319 CTS/CC and 319 CTS/DO are Qualifying Officials and qualify instructors and evaluators for the 319 CTS, 42 CTS, and contracting personnel.
These roles and responsibilities cannot be delegated.
3.3.1. Qualifying Officials will:
3.3.1.1. Be familiar with the 319 CTS Evaluation Guide.
3.3.1.2. Award instructor qualification to personnel via 319 CTS Form 6.
3.3.1.3. Consider evaluator recommendations during evaluation outbriefs IAW paragraph 4.4.
3.3.1.4. Appoint evaluators in writing.
3.3.1.4.1. Consider recommendations for prospective evaluators IAW paragraph 4.2.6.
3.3.1.4.2. Decertify instructors IAW paragraph 3.6. via 319 CTS Form 6
3.3.1.5. Restrict/disqualify instructors IAW paragraph 3.6. via 319 CTS Form 6.
3.3.1.6. Direct corrective actions IAW paragraph 3.6.2., 3.6.4., and Chapter 4.
3.3.2. Instructor qualifications and lesson certifications are optional for guest instructors.
Instructor qualifications and lesson certifications are optional for any personnel utilizing seminars as defined in paragraph 6.4.3.
3.4. Lesson Certification. Lesson certification indicates that an instructor has the requisite knowledge and expertise in the lesson’s subject area and is capable of effectively delivering it in a 319 CTS course. Lesson certification is awarded to qualified instructors through certification methods IAW paragraph 3.5.2. and with the approval of the Lesson Certifying
Official IAW paragraph 3.5.1. The official system of record for lesson certification(s) is
Toolkit.
3.4.1. Certifying Officials. Lesson Certifying Officials consist of the Lesson SME IAW paragraph 2.16. and the Flt/CC.
3.4.1.1. Lesson SMEs serve as the Lesson Certifying Official for lessons for which they are identified in Toolkit as a SME.
3.4.1.2. Flt/CCs will approve lesson certification requests in Toolkit in order to maintain situational awareness and managerial oversight for courses under their responsibility. This approval is administrative in nature and does not override the requirement and process for a Lesson Certifying Official to award lesson certification through approved certification methods IAW paragraph 3.5.2. Flt/CCs who disapprove lesson certification requests in Toolkit will coordinate with the appropriate Lesson SME and/or instructor requesting certification to rectify the situation.
3.4.1.3. The Lesson SME and certifying instructor will work together to determine the best method for certification.
3.4.2. Lesson Certification Methods.
3.4.2.1. Dry Certification. The dry certification method requires an instructor to present the lesson in the intended learning environment (e.g., classroom, lab, etc.) and demonstrate the use of all required teaching aids. Dry certification does not involve students enrolled in the course, but certification officials may enlist the help of instructors and support personnel to more accurately emulate the actual teaching environment.
3.4.2.2. Live Certification. This method requires an instructor to present a lesson in front of students during a 319 CTS course. The certifying official is responsible for ensuring all lesson objectives and samples of behavior are met. Live certifications are generally used when the certification official is confident the instructor will effectively teach all objectives and samples of behavior based on practice sessions, instructor expertise, or certifications in similar lessons. Live certifications may also be used for those lessons with extensive class participation such as learning activities, exercises, etc. If the certifying official assess the instructor is not performing at an adequate level during a live certification, he or she may take over as primary instructor.
3.4.2.3. Tabletop Certification. This method is more informal and allows the member to certify on a lesson in a location other than a classroom. The Tabletop method should only be used to certify the most experienced instructors.
3.4.3. Instructors will only teach lessons in 319 CTS courses in which they have been awarded lesson certification.
3.4.3.1. Instructor trainees or other personnel under the supervision of the applicable Lesson SME do not require lesson certifications.
3.4.3.2. Instructor trainees under evaluation as IQC students do not require lesson certifications.
3.4.4. Lesson Certification Documentation. Lesson Certifying Officials will document lesson certifications in Toolkit.
3.5. Lesson Decertification. Lesson decertification is the process to remove a lesson certification previously awarded to a qualified instructor. Lesson decertification is documented in Toolkit; lesson decertification is also documented on the 319 CTS Form 6 as appropriate.
3.5.1. Lesson decertification will be initiated for the following reasons:
3.5.1.1. At the discretion of the applicable Flt/CC, the applicable Lesson SME, the
319 CTS/DE, the 319 CTS/DO, or the 319 CTS/CC.
3.5.1.2. At the recommendation of 319 CTS/DEO. Lesson decertification recommendations from 319 CTS/DEO will only be approved (concur/non-concur) by the 319 CTS/CC or 319 CTS/DO. Lesson decertification recommendations from 319
CTS/DEO will be coordinated with the responsible Flt/CC. However, the Flt/CC’s concurrence of lesson decertification recommendations from 319 CTS/DEO is not required.
3.5.1.3. At the recommendation of evaluators during evaluation outbriefs IAW paragraph 4.4. Instructor/Evaluator Qualifying Officials may approve (concur or non-concur) lesson decertification recommendations.
3.5.1.4. As part of course development and maintenance IAW Chapter 6.
3.5.1.5. Instructors may voluntarily elect to decertify themselves in any lessons.
3.5.1.5.1. Instructors electing for voluntary lesson decertification will coordinate with the applicable Flt/CC to minimize the impact to course execution(s) before initiating actions in Toolkit or other documentation/systems of record.
3.5.2. Flt/CCs will approve lesson decertification requests in Toolkit in order to maintain situational awareness and managerial oversight for courses under their responsibility. Flt/CCs will approve lesson decertification requests as directed by paragraph 3.5.1.1. through 3.5.1.5.
3.6. Instructor Restriction and Disqualification. Instructor Restriction temporarily prevents qualified instructors from performing instructor duties until corrective actions are completed. Instructor Disqualification is the removal of Instructor Qualification status resulting in personnel being relieved from all associated instructor duties and responsibilities
IAW paragraph 2.4.7. Instructor Restriction will be documented on the 319 CTS Form 6 and in Toolkit. Instructor Disqualification will be documented on the 319 CTS Form 6, in
Toolkit, and/or via Memorandum for Record (MFR) IAW paragraph 3.6.3.2. and 3.6.3.1.1.
3.6.1. The 319 CTS/CC and 319 CTS/DO as the Instructor/Evaluator Qualifying
Officials IAW paragraph 2.1.11. and 2.2.7 will restrict instructors if warranted. This responsibility cannot be delegated. Instructors are restricted for the following reasons:
3.6.1.1. At the discretion of the Instructor/Evaluator Qualifying Officials.
3.6.1.2. At the recommendation of the evaluators during an evaluation outbrief.
3.6.1.3. At the recommendation of the responsible Flt/CC.
3.6.1.4. Failing to complete RIT.
3.6.1.5. Failing to present a lesson in front of students in a 319 CTS course at least once every 12 months after Instruction Qualification is awarded IAW paragraph 3.3.
3.6.2. Corrective Actions for Instructor Restriction. Corrective actions are directed by the Instructor/Evaluator Qualifying Official(s) and must be accomplished before the restricted instructor performs instructor duties. Corrective actions may include:
3.6.2.1. Additional or supplemental RIT.
3.6.2.2. Additional or supplemental IQC.
3.6.2.3. Additional or supplemental IMQC
3.6.2.4. Retraining on a specific lesson under the supervision of the responsible
Lesson SME or other certified instructor with the appropriate lesson certification.
3.6.2.5. Tailored training/action plan as directed by the Instructor/Evaluator
Qualifying Official(s).
3.6.2.5.1. The Flt/CC of the responsible flight will oversee tailored training/action plan(s) to ensure compliance with applicable policies, guidance, and governing principles.
3.6.3. The 319 CTS/CC and 319 CTS/DO as the Instructor/Evaluator Qualifying
Officials IAW paragraph 2.1.11. and 2.2.7 will disqualify instructors, if warranted. This responsibility cannot be delegated. Instructors are disqualified in the following ways:
3.6.3.1. At the discretion of the Instructor/Evaluator Qualifying Officials. Specific reasons may include but are not limited to unprofessional conduct, substandard instructor performance warranting such action, multiple evaluations rated as ‘Needs
Improvement’ within a single fiscal year, or inappropriate behavior in the classroom.
3.6.3.1.1. The Instructor/Evaluator Qualifying Official will sign a 319 CTS
Form 6 or MFR documenting the reason(s) for instructor disqualification and its effective date.
3.6.3.1.2. In the event the Flt/CC is the instructor to be disqualified, all functions of the Flt/CC identified in paragraph 3.6.3.2. will be performed by the
319 CTS/DO or designated representative.
3.6.3.2. At the recommendation of the responsible Flt/CC. Specific reasons may include but are not limited to unprofessional conduct, substandard instructor performance warranting such action, multiple evaluations rated as ‘Needs
Improvement’ within a fiscal year, or inappropriate behavior in the classroom.
3.6.3.2.1. Instructors disqualified due to Permanent Change of Station, Permanent Change of Assignment, change in duty title or position that no longer requires instructor qualification, deployment, retirement, separation, or situation as determined by the 319 CTS/CC or 319 CTS/DO do not require additional documentation.
3.6.3.3. Disqualified instructors, upon the effective instructor disqualification date as determined by paragraph 3.6, will be relieved of the following:
3.6.3.3.1. Evaluator appointment and associated roles and responsibilities
IAW paragraph 4.2.
3.6.3.3.2. All lesson certifications.
3.6.3.3.3. All associated instructor duties and responsibilities IAW paragraph
2.4.7.
3.6.4. The Flt/CC will notify the instructor, 319 CTS/DEO, and the 319 CTS Scheduler once documentation of the instructor disqualification has been completed by either
Instructor/Evaluator Qualifying Official.
3.6.5. Corrective Actions for Instructor Disqualification. Instructor/Evaluator Qualifying
Officials will direct a tailored training/action plan for disqualified instructors.
3.6.5.1. Disqualified instructors IAW paragraph 3.6.3.2.1. do not require a tailored training/action plan.
3.6.5.2. The Flt/CC of the responsible flight will oversee tailored training/action plan(s) to ensure compliance with applicable policies, guidance, and governing principles.
3.6.6. Requalification. To requalify an instructor, the Flt/CC of the responsible flight will deliver a tailored training plan to address any remedial actions required by either
Instructor/Evaluator Qualifying Officials, inform the instructor of any procedural changes published while they were disqualified, and adequately prepare the individual for an evaluation. This training plan may include repeating all or part of IQC or IMQC as necessary and will be documented in a MFR signed by either Instructor/Evaluator
Qualifying Officials and maintained by 319 CTS/DEO.
3.7. Guest Instructor Requirements. Guest instructors are not formally qualified/certified nor do they require IQC, IMQC, RIT, or evaluation. Guest instructors present lessons based on their experience, education and/or other qualifications. The following guidance will ensure 319 CTS guest instructor requirements are fully considered:
3.7.1. Flt/CCs are responsible for all content presented by guest instructors. Flt/CCs are responsible for all classroom behavior during guest instruction.
3.7.2. A certified 319 CTS instructor will be in the classroom during all guest instruction to ensure all lesson objectives and samples of behavior are met IAW the LP.
Flt/CCs will ensure guest instructors receive a copy of the LP and are familiar with the lesson’s desired learning outcomes. If the guest instructor misses objectives or does not adequately cover testable material, the certified 319 CTS instructor will review the missed material with the class.
3.7.3. 319 CTS Flights will ensure course Hotwashes include a review of guest instructors who taught lessons during that course.
