About this file

Group Specification #951, Award #23433, is a statewide contract vehicle issued by the State of New York Executive Department, Office of General Services, Procurement Services. This specification establishes standards for bituminous concrete asphalt mixtures and applies to Commodity Groups 31502-31503. The specification supersedes the previous SPEC-950 dated January 7, 2025, and became effective December 2, 2025. The specification encompasses material and construction requirements for asphalt pavement projects across New York State and references the New York State Department of Transportation Standard Specifications (Sections 401, 404, and 406) with an effective date of January 1, 2026.

The specification details over 60 material items covering various asphalt pavement types, including truing and leveling courses, top courses, binder courses, and specialized asphalt pavements with fibers. Materials are classified by nominal maximum size (6.3 mm, 9.5 mm, 12.5 mm, 19.0 mm, and 25.0 mm), compaction series (50, 60, 70, and 80), and friction ratings (F1, F2, F3, and F9). Quality Adjustment Factor (QAF) pricing applies exclusively to New York State Department of Transportation contracts, with regional index prices ranging from $90 to $150 per quality unit across eleven regions. For all other agencies, the QAF is 1.0. The specification includes optional provisions for contractors to blend crushed glass (up to 5% maximum by total aggregate weight) in select asphalt mixtures, subject to Regional Materials Engineer approval. Crushed glass must meet specified gradation requirements and contain no more than 1% contaminants by weight.

The provisions of Section 401 – Plant Production, Section 404 - Asphalt Pavements, and Section 406 – Asphalt Pavement with Fibers applies except that the Contractor has the option of blending crushed glass in the following mixes:

37.5 Nominal Max. Size

25.0 Nominal Max. Size

19.0 Nominal Max. Size

Truing and Leveling Course

If the Contractor chooses the crushed glass option, the following modifications to the Standard Specifications shall apply:

MATERIAL REQUIREMENTS:

Crushed glass shall be subject to the approval of the Regional Materials Engineer prior to its use. The crushed glass shall contain no more than 1% (by weight) contaminants and shall meet the following gradation:

Sieve Size Percent Passing

3/8 in. 100

1/4 in. 90-100

No. 20 0-20

Note: The gradation requirements may be modified upon approval of the Regional Materials Engineer.

Crushed glass may be included in the mixture up to 5%, maximum, of the total aggregate weight. The crushed glass, aggregate and added asphalt cement shall meet the requirements specified in Table 401-1, Composition of Asphalt Mixtures and latest MM 5.16, for aggregate gradation, PG binder content, PG binder grade and temperature range.

CONSTRUCTION DETAILS:

The crushed glass shall be proportioned from a separate feed bin approved by the Regional Materials Engineer. In addition, all requirements pertaining to aggregate shall apply to crushed glass including the equipment requirements for automatic proportioning and recording stipulated for aggregate in §401-3.08.

METHOD OF MEASUREMENT:

The provisions of Section 404-4 shall apply.

BASIS OF PAYMENT:

The provisions of Section 404-5 shall apply.
