Document Summary

Group Specification #947 is an awarded contract (Award #23433) issued by the State of New York Executive Department, Office of General Services, Procurement Services. This specification document, dated November 14, 2023, supersedes the previous SPEC-940 dated October 30, 2019, and applies to Commodity Group 31555 (Liquid Bituminous Materials) for use on 2026 VPP NYSDOT Specific Projects funded by Federal and State sources.

The specification establishes requirements for the supply of liquid bituminous materials, specifically asphalt emulsions, that must be sourced from NYS Department of Transportation approved primary sources listed on the NYS Approved List. Qualified suppliers must operate NYSDOT-approved manufacturing facilities and maintain permanent storage tanks of at least 10,000 gallons each for each type of asphalt emulsion bid. All materials must be sampled, tested, inspected, and certified in accordance with NYSDOT Materials Method 702-2 Asphalt Emulsion Quality Assurance. Quantity measurements must be documented through truck scales or meters tested annually for accuracy, with tickets machine-printed to show storage facility identification, ticket numbers, dates/times, item types, and quantities in 60°F gallons. Contractors must provide evidence of scale or meter calibration and, if applicable, documentation of 24/7 access to weighing operations. The State reserves the right to inspect supplier facilities at any time, with any identified deficiencies requiring correction within 10 days or risk contractor default.
