SUBJECT: REQUEST FOR PROPOSAL NO. 31310019R0054 ENTITLED,

"INTERNATIONAL REGULATORY ASSISTANCE”

OFFERORS:

The U.S. Nuclear Regulatory Commission (NRC) is soliciting proposals for the project entitled above. The full scope of work anticipated is as set forth in Section C, Statement of Work (SOW). It is our intention by this solicitation to secure the best qualified organization available to perform this project, cost and other factors considered.

Proposals for this requirement may be only submitted by small business size standards.

In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.

If you desire to respond, your proposal should address the proposal requirements set forth in Section L, of the solicitation. All proposals will be evaluated against the evaluation criteria shown in Section M.

To respond to this request, your organization will be required to provide a proposal to the NRC.

The proposal shall contain a statement indicating the period of time the proposal is in effect (not less than 60 days). It must be submitted electronically via email to jeffrey.mitchell@nrc.gov by 11:00am EST, December 2, 2019. NRC is not responsible for technical difficulties and or administrative problems associated with transmission of the files to the NRC. Please note that the maximum size for email attachments to the NRC is 10MB. If your proposal exceeds this email size limitation, the proposal may be broken down and submitted into separates sections or volumes. However, please note that all emails related to the proposal shall arrive before the specified due date and time in the solicitation. Accordingly, offerors are encouraged to email larger proposals submissions early enough to avoid being late. Any portion of the proposal received after the due date and time will be considered late and not evaluated.

It shall be the obligation of the offeror to exercise due diligence to discover and to bring to the attention of the Contracting Officer at the earliest possible time, but no later than, 1:00PM EST, November 14, 2019, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other documents attached hereto or incorporated by reference herein. The deadline for questions is November 14, 2019. The answers to the questions received will be posted in the form of an amendment to the solicitation.
