About this file

This is a Questions and Answers document for U.S. Coast Guard Solicitation 31140PR260000119 addressing contractor inquiries regarding the disposal of AFFF (aqueous film-forming foam) contaminated soil.

The solicitation requires contractors to transport and dispose of contaminated soil currently stored in supersacks at a facility (identified as Base Kodiak). The supersacks are not on pallets, and contractors must provide their own loading equipment, including forklifts and operators, to load the material into containers for shipment. The government has no preferred disposal method and requires contractors to identify and propose a legally permissible disposal or treatment method (such as landfill or thermal treatment) that meets all applicable regulatory requirements. Contractors must ensure the receiving facility is authorized to accept PFAS-contaminated material. Analytical data and Safety Data Sheets will be provided to assist with waste profiling. Pricing shall be submitted as a single, firm-fixed price covering the entire scope of work outlined in the Statement of Work. No site visit is planned prior to award. Performance must be completed within 60 days after award. This is a new requirement, though a similar scope was previously performed by Environmental Compliance Consultants, Inc.
