About this file

This document is a Justification to Contract for Severable Services Crossing Fiscal Years for a reoccurring oily-water waste removal service by the US Coast Guard Base Los Angeles Long Beach. The contract (PR #31100PR250000062) is for a one-year period from 30 June 2025 through 23 September 2026, with services required once every 90 days per EPA Regulations. The justification explains the need to establish an award that crosses fiscal years, which promotes administrative efficiency by equalizing contract award workload and accommodating the requisitioner's specific timing requirements.

The document outlines compliance with Federal Acquisition Regulation (FAR) 32.703-3 and related agency supplements, seeking approval to place an order for severable services that spans multiple fiscal years. Each contract period will not exceed one year, and the contracting officer (Ryan Hai) has digitally signed the justification with a date of 6/18/25, indicating the document's preparation for the upcoming procurement process for hazardous materials offload and disposal services.

JUSTIFICATION TO CONTRACT FOR SEVERABLE SERVICES

CROSSING FISCAL YEARS

PR # 31100PR250000062

1. In accordance with FAR 32.703-3 (Contracts Crossing Fiscal Years), HSAM 3032.703-3

(Contracts Crossing Fiscal Years), and CGAP 3032.703-3 (Contracts Crossing Fiscal Years), this justification requests approval for the subject PR to place an order under a contract for severable services and exercise options under that order for periods that begin in one fiscal year and end in the next fiscal year. Each period of the base contract, options, order, or order options will not exceed one (1) year.

2. Period of Performance. The contract will not exceed one (1) year. The anticipated total period of performance is: 30 June 2025 through 23 September 2026 (Service required once every 90 days per EPA Regulations).

3. It is in the best interest of the government to establish this award for severable services that crosses fiscal years. The needs of the requisitioner require the award period to begin on a date other than 1 Oct, and that period must cross fiscal years. Further, awarding the action with a period that crosses fiscal years promotes administrative efficiency, because it equalizes contract award workload over the fiscal year.
