Statement of Work Summary: Audio Visual Contract in Building 9004
This Statement of Work (SOW) outlines the design, installation, and integration of a comprehensive audio-visual system for Building 9004 at Luke Air Force Base, Arizona. The contractor must deliver design documentation within two weeks prior to on-site work, with installation scheduled to commence no later than April 1, 2026, and completion by May 30, 2026. The project encompasses audio and video conferencing capabilities, digital signage, control systems, and operator training for up to five individuals. Installation must occur during standard business hours (8 AM to 5 PM, Monday through Friday, excluding federal holidays) and be completed within 30 business days using a three-week phasing plan prioritizing the secure area, common areas, and maintenance spaces.
Equipment requirements include display monitors, projectors, speakers, cameras, a commercial-grade audio amplifier, control systems, digital signage infrastructure, and multiple NIAP-approved KVM switches configured with specific input/output specifications for secure and non-secure areas. Critical compliance mandates include Trade Agreements Act (TAA) certification with no China-manufactured products, prohibition of wireless capabilities (Wi-Fi, Bluetooth, NFC) on displays and speakers in secure areas, government pre-approval of all display models, and fiber-optic cable routing for camera signals crossing facility control lines. The contractor must provide comprehensive system integration testing, functional line drawings, and a detailed equipment inventory spreadsheet by room placement with Make, Model, and Serial Numbers. Warranty coverage includes a one-year labor guarantee with four-hour telephonic response time for repair calls during business hours, and the contractor must submit installer credentials and work schedules two weeks prior to project initiation for Luke AFB base access sponsorship.
