About this file
This document outlines the contractor credentialing procedures for the 309th Maintenance Support Group (MXSG) Industrial Plant Equipment (IPE) Blanket Purchase Agreement (BPA), administered by the Department of the Air Force Materiel Command Air Force Sustainment Center. Contractor personnel requiring access to controlled areas at the facility must obtain Defense Biometric Identification System (DBIDS) credentials, which are issued on a case-by-case basis for the duration of the contract or task order. All contractors are initially issued 5-7 DBIDS credentials; additional credentials require justification and coordination with MXSG/EN. Credentials are strictly limited to work directly supporting the IPE BPA and associated task orders, and contractor personnel are prohibited from using MXSG-issued credentials to access the base for work with other organizations or to enter areas outside their assigned scope.
The procedures establish specific requirements for credential issuance, maintenance, and revocation. Projects lasting 61 days or longer must submit a Form 496 through the government point of contact, while shorter-duration projects (less than 60 days) are sponsored through the Southgate Visitor Center by an approved DBIDS holder or government representative. Contractors must submit a current Real ID driver's license copy with any DBIDS request and notify MXSG/EN within one business day of employee separation or termination, returning the terminated employee's credential within the same timeframe. Employees driving in designated controlled movement areas require additional airfield driver training and licensure, coordinated through the MXSG vehicle manager. All required training must be completed before credential issuance, and annual refresher training is mandatory; failure to complete training results in immediate credential revocation and removal from the installation per the 309 MXSG Director.

· The contractor shall coordinate all required training with MXSG EN and/or Auth Caller.
