Request for Proposal (RFP) 306-09-0533 Vertical Structures Indefinite-Quantity Contract (VS-IQC)

1. The second sentence of the fifth paragraph of USAID’s RFP cover letter is revised to read as follows (change in bold italics):

“Any questions related to this RFP must be submitted by email to asanderson@usaid.gov by close-of-business (4:30 pm Kabul time) April 03, 2010.”

2. The second paragraph on page two of USAID’s RFP cover letter is revised to read as follows (change in bold italics):

“Proposals in response to this RFP are due not later than 3:00 PM, Kabul Time, on Saturday, April 17, 2010.”

3. Item 13.a of Standard Form 1442, Solicitation, Offer, and Award, is amended to read as follows (change in bold italics):

“Sealed offers in original and 4 copies to perform the work required are due at the place specified in Item 8 by 15:00 hrs (hour) local time 04/17/2010 (date). If this is a sealed bid solicitation, offers will be publicly opened at that time. Sealed envelopes containing offers shall be marked to show the offeror’s name and address, the solicitation number, and the date and time offers are due.”

Responses to Potential Offeror Questions

Request for Proposal (RFP) 306-09-0533 Vertical Structures Indefinite-Quantity Contract (VS-IQC)

Potential offerors have raised the following questions regarding the request for proposal for the VS-IQC. To assure that all offerors are treated fairly, questions are answered herein so that all offerors receive the same information. Some questions were asked by multiple offerors and those questions have been paraphrased by USAID. USAID’s responses to the questions appear in italics after the question.

Question(s) & Answer(s) No. 1 – RFP Amendment 1 – March 12, 2010

1. In regard to electronic submission of the proposal as stated on page 118, may we also submit at the same time the required number of copies by express mail to facilitate review of the proposal by USAID staff?

USAID desires offerors to follow-up electronic submittals with Express Mail or express courier shipment of the hard copies as described L.7(c) of the RFP. Section L.7(e) of the RFP has been amended accordingly.

2. We are a small business. Can we get a piece of the IQC as a subcontractor?

USAID is seeking proposals from offerors who can perform as prime contractors for VS- IQCs. However, USAID encourages small businesses that prefer not to propose as primes to market themselves as subcontractors. Interested small businesses are reminded that an “Interested Vendors List” for this RFP is available at FedBizOpps and that once the IQCs are awarded, the awards will be announced at FedBizOpps.

3 My bonding company is asking the maximum limit for single order.

Please refer to Section B of the RFP for requirements relating to IQC and task order values.

4. Is a bid bond required when an offeror responds to this RFP?.

The RFP is clear on this matter

5. We can not find the BOQ for the illustrative task order.

The BOQ for the illustrative task order is provided as an attachment to RFP amendment one.

6. Please advise the maximum limit for single order.

Potential task order amounts can not be provided at this time as the amounts will be determined based on USAID’s future requirements. Terms regarding task order amounts are provided in Section B of the IQC including Section B.10.

7. Is a bid bond required?

No.

8. Taking into consideration the aggregate order limitations of $500 Million please confirm the requirement that offeror must submit a letter of commitment from a surety that identifies the offeror’s available bonding capacity and limits that the surety will bond.

We confirm the RFP requirement for a letter of commitment from a surety that identifies the offeror’s available bonding capacity. The RFP requirement on this matter is clear.

The statement advising offerors to take into consideration the Order Limitations is advice to the offerors, not a monetary bonding requirement.

Question(s) & Answer(s) No. 2 – RFP Amendment 2 – March 22, 2010

9. We request that the deadline for submitting questions and the closing date be extended.

Timely award of the Vertical Structures Indefinite-Quantity Contracts is critical to USAID’s Missions in Afghanistan and Pakistan. However, to assure offerors have sufficient time to prepare and submit responsive proposals, USAID is extending the deadline for submitting questions to April 03, 2010 and USAID is amending the date offers are due to 15:00 hours, Saturday, April 17, 2010, Kabul time.

USAID wishes to reemphasize: Timely award of the Vertical Structures Indefinite- Quantity Contracts is critical to the USAID Missions in Afghanistan and Pakistan.

Therefore, USAID anticipates no further time extensions to submittal dates for this RFP.
