Request for Proposal (RFP) 306-09-0533 Vertical Structures Indefinite-Quantity Contract (VS-IQC)
Section L.7(e) of the solicitation is revised as follows (addition in bole italics):

Electronic submission:
Submission of proposals by email versus hardcopy is acceptable subject to the following understanding:
The USAID email gateway accepts messages whose total size with attachments is 8MB
(no zipped or compressed files);
An email proposal must be submitted to kabulaidoaamailbox@usaid.gov, the subject line of the email must contain the solicitation number RFP No. 306-09-0533, “Vertical Structures IQC;”
Acceptable native file formats are Microsoft Office Suite applications (.doc, .xls, mdb) or Adobe Acrobat (.pdf);
Time of receipt of the email is the USAID email gateway time-stamped of the message header; and
Offerors shall follow up electronic proposal submittals with delivery to USAID of the number of originals and copies specified in Section L.7(d) of the RFP. Offerors shall dispatch the said copies by Express Mail or express courier by close of business on the Closing Date. Offerors is responsible for delivery of said copies and shall provide USAID with the Express Mail or express courier tracking number.
For proposals submitted by email, respondents are encouraged to request a return receipt.

If your firm utilizes the services of an independent agent in Kabul to deliver proposals, please be certain they understand that additional time may be needed to allow for security review of any packages and that the closing date and time are firm. USAID and the State Department accept no liability for late delivery, or non-delivery, attributable to the diplomatic pouch. Offerors should plan accordingly and are advised not to send their proposal via diplomatic pouch. Any proposal not received in the designated office listed above by the closing date and time will be processed as late. Delivery to the post office or air courier representative does not constitute meeting the statutory requirement that proposals are received timely at the designated office. For purposes of recording the official receipt of proposals, the date/time stamp by the Office of Acquisition and Assistance, USAID/Afghanistan will govern.
Attachment A
Responses to Potential Offeror Questions
Potential offerors have raised the following questions regarding the request for proposal for the VS-IQC. To assure that all offerors are treated fairly, questions are answered herein so that all offerors receive the same information. Some questions were asked by multiple offerors and those questions have been paraphrased by USAID. USAID’s responses to the questions appear in italics after the question.
1. In regard to electronic submission of the proposal as stated on page 118, may we also submit at the same time the required number of copies by express mail to facilitate review of the proposal by USAID staff?
USAID desires offerors to follow-up electronic submittals with Express Mail or express courier shipment of the hard copies as described L.7(c) of the RFP. Section L.7(e) of the RFP has been amended accordingly.
2. We are a small business. Can we get a piece of the IQC as a subcontractor?
USAID is seeking proposals from offerors who can perform as prime contractors for VS- IQCs. However, USAID encourages small businesses that prefer not to propose as primes to market themselves as subcontractors. Interested small businesses are reminded that an “Interested Vendors List” for this RFP is available at FedBizOpps and that once the IQCs are awarded, the awards will be announced at FedBizOpps.
3 My bonding company is asking the maximum limit for single order.
Please refer to Section B of the RFP for requirements relating to IQC and task order values.
4. Is a bid bond required when an offeror responds to this RFP?.
The RFP is clear on this matter
5. We can not find the BOQ for the illustrative task order.
The BOQ for the illustrative task order is provided as an attachment to RFP amendment one.
6. Please advise the maximum limit for single order.
Potential task order amounts can not be provided at this time as the amounts will be determined based on USAID’s future requirements. Terms regarding task order amounts are provided in Section B of the IQC including Section B.10.
7. Is a bid bond required?
No.
8. Taking into consideration the aggregate order limitations of $500 Million please confirm the requirement that offeror must submit a letter of commitment from a surety that identifies the offeror’s available bonding capacity and limits that the surety will bond.
We confirm the RFP requirement for a letter of commitment from a surety that identifies the offeror’s available bonding capacity. The RFP requirement on this matter is clear.
The statement advising offerors to take into consideration the Order Limitations is advice to the offerors, not a monetary bonding requirement.
