About this file
This document is a Pre-Renovation Asbestos Survey for Building A at the United States Coast Guard Station in Sturgeon Bay, Wisconsin. The survey was conducted on July 26, 2024 by Airtite Environmental Services to identify any asbestos-containing materials (ACM) prior to planned renovations. The inspection found no ACM in the men's and women's restrooms on the 1st floor of the building. The report provides recommendations for handling any additional suspect materials found during the renovation, and notes that a Notification of Demolition and/or Renovation is not required since the amount of asbestos requiring abatement is below the quantity limit.
The related federal contract opportunity is for the bathroom remodel project at the Sturgeon Bay Coast Guard station. This is a small business set-aside solicitation, with a NAICS code of 238380 and a 500-employee size standard. The contract type will be a firm fixed-price purchase order. Vendors must submit quotes on company letterhead detailing the estimated materials, labor, man-hours, and number of workers needed to complete the HVAC installation as per the Statement of Work. Quotes should be emailed to SKC Jordan Drew, and all responses will be made available to ensure an equal and fair solicitation. The government will award the purchase order to the responsible contractor whose quote is most advantageous, considering price and other factors.

1.0_INTRODUCTION
Project: Pre-Renovation Asbestos Inspection
Site Address: United States Coast Guard Station – Building A
2501 Canal Road
Sturgeon Bay, WI 54235
Project No. AA2448
Inspection Date: 07/26/2024
Inspector: Joe Botters Certification No. AI-15666
Asbestos Company: Airtite Environmental Services LLC Certification No. CAP-2189440
Airtite Environmental Services LLC (AES), certified under Wisconsin Administrative Code HFS 159 as a
Primary Asbestos Company (CAP-2189440) was retained by Ryan Sargent, representing the United States
Coast Guard to complete a pre-renovation inspection for asbestos containing materials (ACM) in the men’s and women’s head (restroom) only on the 1st floor of Building A at the subject property. Bulk building material samples of suspect ACM were collected 7/26/24 by Josef L. Botters, State of Wisconsin Asbestos
Inspector AII-15666. A copy of personal certification is included in Appendix A. Bulk samples were submitted to TEM a National Voluntary Laboratory Accreditation Program (NVLAP) laboratory for analysis by polarized light microscopy (PLM) for asbestos fiber content.
1.1_SITE LOCATION & DESCRIPTION
Property location for this survey is described as follows: 2501 Canal Road located in Door County in the
Town of Sturgeon Bay. This property contains multiple structures, with the only areas assessed in this inspection being the men’s and women’s head (restroom) of the 1st floor of Building A.*Photos of the property can be viewed in Appendix B
2.0 ASBESTOS ASSESSMENT
Airtite Environmental Services LLC completed a walk through inspection throughout the open, safe and accessible areas inside and outside of the structures. Bulk samples of suspect ACM were collected from representative areas and sent to an NVLAP accredited laboratory for analysis. A small piece of each suspect ACM was collected and placed in an individually labeled and sealed sample bag. Location and sample info was recorded accordingly. (Refer to Appendix C. This structure contained homogenous materials (i.e. Caulks, baseboard adhesive, etc..) where a sample was taken to represent all such like materials in the structure. Any areas documented as “Assumed“ to contain asbestos are labeled as such in this report due to the experience and discretion of the inspector. Inaccessible suspect material may be hidden behind walls, ceilings and in chases. If any additional suspect material is discovered during the course of demolition/remodel activities, cease activity immediately and have a licensed asbestos inspector sample and analyze the additional suspect material.
*A sample location diagram can be viewed in Appendix B

2.1 ASBESTOS SAMPLE ANALYSIS
The scope of services consisted of completing an asbestos building survey that includes the identification, collection and analysis of suspected ACM. Analysis of bulk samples follows Environmental Protection Agency
(EPA) Method 600/R-93-116 utilizing polarized light microscopy (PLM) techniques where the reportable limit for bulk asbestos fiber concentration is 1% or greater.
Asbestos materials are grouped into three major types:
Thermal System Insulation: Includes insulating materials on pipes, pipe fitting (valves, tees, etc…), tanks, boiler jacketing, flue and stack insulation, turbine jackets and similar applications.
Surface Materials: Can include spray or trowel applied fireproofing and acoustical finishes.
Miscellaneous Materials: Can include items such as gasket materials, vinyl asbestos floor tile, ceiling tile, adhesive, mastics, small amounts of packing / caulking material and roof shingles
Proper management of ACM depends on whether the material is friable or non-friable; if non-friable whether
Category I or II; and if Category I, whether it is a construction and demolition material. Non-friable materials may become friable during grinding, cutting, burning, crushing and similar operation, including some types of building demolition which may generate and release asbestos fibers in dust.
Asbestos Category groupings are as follows:
“Friable ACM” is defined as “any material containing greater than 1% asbestos that can be crumbled to a powder by hand pressure.” Common types of friable ACM include pipe insulation and sprayed on or tiled sound insulation materials. Friable ACM has little structural strength and contains asbestos fibers which are easily released upon breaking.
All Friable materials testing 1% or > for asbestos must be removed prior to demolition.
“Category I Non-Friable ACM” is defined as “packing, gaskets, resilient floor covering and asphalt roofing containing asbestos that cannot be crumbled to powder by hand pressure.” Category 1 ACM is pliable, (not brittle) breaks by tearing rather than fracturing and does not easily release fibers upon breaking.
Cat 1 Non-Friable materials may remain during demolition as long as the materials are in good condition and remain in good condition during demolition. This category of materials would have to be removed if they are on a surface that is going to be recycled or the possibility of being crushed or pulverized during demolition activities.
“Category II Non-Friable ACM” is defined as “any material, excluding a category I non-friable ACM containing asbestos that cannot be crumbled to powder by hand pressure. “Category II ACM is not pliable, breaks by fracturing rather than tearing and does release some asbestos fibers upon breaking.
All Category II must be removed prior to demolition.
2.2 ASBESTOS SAMPLE RESULTS
The following building materials were identified as suspect ACM and representative samples were taken or assumed to contain asbestos:
Drywall Joint Compound Ceiling Tile Caulks / Adhesive
Mortar Tile Baseboard Floor Tile
*Results showed that in none of the materials tested contain asbestos.
3.0 RECOMMENDATIONS
-The property owner should make available to any applicable personnel the Pre-Renovation Asbestos
Survey. Subcontractors and employees working in / around the structure should be made aware of the locations of ACM and the possibility of concealed ACM that could be discovered during renovation activities.
-If additional building materials are discovered during the renovation process such materials should be assumed to be an ACM until tested to be proven otherwise.
-The State of Wisconsin Department of Health & Family Services (DHFS) requires properly trained and certified asbestos supervisors / workers to conduct the asbestos removal process if any ACM is present. A certified asbestos abatement contractor must remove all of the required ACM’s from building(s) / structure(s) prior to demolition/renovation if ACM material is being disturbed.
-Should the scope of renovations change or untested building materials be discovered, work should cease until Airtite is able to provide confirmation testing of such materials.
-A Notification of Demolition and/or Renovation (form 4500-113) is not required to be filed with the
State of Wisconsin Dept. of Natural Resources (WDNR) as the amount of asbestos requiring abatement is under the quantity limit.
4.0 LIMITATIONS
No warranty is implied or intended with this report. No environmental site assessment can eliminate all uncertainty. Inspection was limited to open, safe and accessible areas inside and outside of the structure.
Inaccessible suspect material may be hidden behind walls, ceilings and in chases. The quantity of samples, sample locations and analysis performed were chosen to provide analytical data to assess current site conditions. The samples were collected from homogeneous material areas and no guarantee is given that the assumed homogeneous area and the sample analysis are consistent throughout the building. Any discussions and/or recommendations in this report represent the professional opinion of Airtite
Environmental Services LLC. These opinions are based in accordance with current industry guidelines, regulations and practices. All asbestos inspection services comply with State and Federal Regulatory agencies governing our work practices. All persons performing asbestos related activities are certified by the State of Wisconsin Department of Health Services (DHS).
