About this file
This document is a Contract User's Guide for Wisconsin's Natural Gas Supply & Management Contract (505ENT-M14-NATRLGASWI-00), dated December 28, 2015. The mandatory contract is administered by the Wisconsin Division of Facilities Development (DOA/DFD) and includes cooperative purchasing provisions for Wisconsin municipalities. Four vendors have agreed to participate in the cooperative purchasing program: CenterPoint Energy Services Inc., Constellation New Energy-Gas Division, Twin Eagle Resource Management LLC, and Integrys Energy Services.
The contract provides natural gas supply and management services for 44 state facilities across 12 geographic areas throughout Wisconsin, including university campuses, correctional institutions, mental health facilities, and government buildings. Services include secondary firm natural gas delivery, account management, 24/7 customer service, web-based reporting portals, daily nominations, imbalance management, and consolidated billing. The initial contract term ran from January 1, 2015 through December 31, 2015, with options for two additional one-year renewals at the state's discretion. Pricing is based on NYMEX last day settlement with fixed basis pricing for one-year terms, and contractors must guarantee total costs for each delivery area. The state reserves flexibility to add or delete locations during the contract term and maintains audit rights for pricing accuracy, with contractors required to issue credits within 30 days if pricing problems are identified.
