About this file
This is an Award Letter and Synopsis from the Michigan Department of State's Enterprise Procurement office for RFQ 231 200000000165 regarding janitorial services at Branch 302 Fremont. The solicitation requested janitorial services for the Secretary of State's Fremont office location. The RFQ was posted on SIGMA VSS on February 13, 2020, for an 11-day response period with proposals due by February 24, 2020. The contract term is 1 year and 7 months with an option year of 1 year. Three bidders submitted proposals: Edwards Janitorial, Alpine Janitorial Enterprises, and Hi-Tec Building Services. All three bidders met the mandatory requirements and received identical technical evaluation scores of 100 points.
The award has been recommended to Edwards Janitorial for $10,535.79 for the initial 1 year and 7-month contract period, pending State Administrative Board approval. This selection was based on lowest price evaluation, as Edwards Janitorial's bid was significantly lower than competing proposals from Alpine Janitorial Services at $16,250.00 and Hi-Tec Building Services at $19,715.00, both for the same service period. Evaluation criteria included bidder reliability and responsibility, past performance on similar State contracts, ability to meet all outlined requirements, and capacity to maintain local service presence. The Solicitation Manager, Leigh Holmes, is available to provide debriefings to non-selected bidders.
