SUMMARY OF WORK
1.0 GENERAL
1.1 DESCRIPTION
The site of this project is the NOAA Office Suite located in the John E Moss Federal Building at 650 Capitol Mall in Sacramento, CA.
The intent of this project is to remove the existing card access system and replace with a new system. The Moss Federal Building is owned by the Federal Government, and it is not subject to the requirements of the local Building Department. However, all local, state, and federal codes need to be followed. The contractor shall be responsible for the provision of documents and calculations as required to illustrate and explain the proposed work.
The contractor shall furnish adequate supervision, labor, materials, supplies and equipment necessary to perform all the services required under this contract in an orderly, timely and efficient manner.
Unless otherwise indicated, items of work are inclusive of, but not limited to, all labor, materials, equipment, traffic control, safety measures, replacement of disrupted improvements, coordination, preparation and accommodation of project constraints (whether specifically identified in these specifications or encountered during the contract) necessary to complete the item in conformance with all applicable governing agency regulations and specifications to the satisfaction of the Government and inspecting agency. Items of work that are necessary to complete the project in accordance with the plans and specifications if any, but that are not specifically called out in the Schedule of Unit Prices, are considered incidental to the project and are not subject to separate compensation.
The project requirements include all engineering, programming, labor, testing, and cleanup.
Proposal The contractor's proposal should include pricing for all items listed below as well as any item the contractor believes will be needed to complete this project. The proposal will need to include a line item break out of pricing for each item listed below.

Design Sufficient drawings, specifications, or notes, and calculations shall be prepared by the contractor to show the extent of work being performed. Documentation provided should allow for adequate inspection of proposed work by the
GSA.
Refer to section 8.0 for the design intent exhibit. They provide an indication of the extent and location of the proposed work. The intent of the exhibit is to express design intent and not intended to be a construction document.
Contractor shall field verify all conditions and dimensions.
Work Summary
1. Remove all components of the existing door access system. Wiring to be removed to point of origination.
The existing system has four readers installed.
2. Provide and install a video intercom system; AIPhone JF series or approved equal.
3. The system is to consist of two video door stations, a master video station located at the reception desk area, and one video substation installed in a private office.
4. The new intercom equipment shall be capable of seamlessly integrating with the new card access system.
5. Both video stations to be wall mounted and capable of communicating with both door stations, releasing both doors.
6. Provide and install HSPD-12 compliant card access system for the NOAA office suite. System to operate utilizing employee PIV identification badges.
7. Provide and install dedicated PC and enrollment device to operate system software in IT room.
8. Provide and install all necessary magnetic locks, wiring, electric strikes and exit motion sensors as needed on four doors accessing the NOAA’s office suite.
9. Replace door hardware as needed to make system functional and ADA compliant. Provide stainless steel door plates as needed to cover exposed holes at lockset locations.
10. Provide and install four card access readers into the NOAA office suite.
11. Contractor to test and ensure all new readers are functioning properly and turn over all manuals and warranties to GSA.
12. Contractor to provide enrollment training to NOAA staff.
13. Provide and install all infrastructure required to make the card access system, video door intercoms, auto door operator and door releases functional.
14. Patch and paint any damage incurred during the installation, once all systems are installed & operational.
Full compensation for providing all labor, materials, tools and equipment necessary to meet the above requirements shall be considered included in the contract price and no additional compensation shall be allowed therefore.

1.3 USE OF SITE
Limit use of the premises to the immediate work area. Do not disturb portions of the Moss Federal Building Office Complex beyond the immediate work area. The contractor must repair or replace damage to existing site features caused by construction. Protect the building during the construction period. Keep driveways, loading docks, elevators, elevator entrances, and building entrances clear. These areas are not authorized for parking or material storage without permission. Contractor will schedule deliveries to minimize on-site storage of materials and equipment. The contractor shall designate a representative to receive building materials. Government personnel are not authorized to receive shipments or deliveries upon behalf of a construction contractor.
Work in the Moss Federal Building will require coordination with the GSA project representative. Please contact him/her to coordinate arrangements upon behalf of the project.
1.4 FACE COVERINGS
The U.S. General Services Administration (GSA) remains committed to ensuring that proper steps are taken to protect the health and wellbeing of GSA personnel, GSA contractors, and the community in response to the COVID- 19 pandemic.
The Centers for Disease Control and Prevention (CDC) recommends wearing cloth face coverings in public settings where social distancing measures are difficult to maintain, especially in areas of significant community-based transmission. Consistent with the CDC’s recommendations, the individuals listed below are required to wear, at a minimum, cloth face coverings: (1) to gain access to property under the jurisdiction, custody, or control of GSA (“GSA-controlled facilities”); and (2) while in GSA-controlled facilities and recommended social distancing measures are difficult to maintain. This Guidance applies to all:
• GSA employees (except the Office of Inspector General and the Civilian Board of Contract Appeals)
• GSA contractors
• All other individuals transacting business with or visiting GSA employees or GSA contractors while on or in GSA-controlled facilities
Contracting Officers may approve exceptions to the face covering requirement for reasons such as impracticality, health, or other bases. A request for an exception must be submitted to the Project Manager and the Contracting Officer prior to entering GSA-controlled facilities.
Contractors who do not wear the required cloth face covering (unless an exception is approved per the above procedure) will not be allowed to participate in the site visit.
A cloth face covering should extend above the nose without interfering with eyewear, and below the chin to cover the mouth and nostrils completely. It should fit snugly but comfortably against the sides of the face and be secured (e.g., by being tied in place or with ear-loops). Cloth face coverings should be laundered regularly to maintain good hygiene. Any cloth face coverings supplied by GSA to employees or visitors are the responsibility of the employee or visitor to launder.
These instructions do not alter or supersede the authority of any (a) Federal agency occupying space in a GSA-controlled facility to issue face covering guidance pertaining to its own employees, contractors, or visitors; or (b) Facility Security Committee to implement security measures in a GSA-controlled facility.
1.5 QUALITY ASSURANCE
The contractor shall designate a specific individual as a project/contract manager. The project manager or approved designate will be on site during the time work is performed on this contract.
1.6 PROJECT COMPLETION PERIOD
The work of the project must be completed within 180 days after the notice to proceed is issued by the Contracting Officer. The contractor should anticipate much of the work will be accomplished during normal operating hours.
Completion of work is herein defined as follows: All work specified shall be fully completed per the plans and specification and accepted by the governing agencies, all certifications, as-built plans, and guarantees are submitted to the Government.
The working days specified shall be inclusive of all construction windows, utility energizing, punch list buy-off and final acceptance of all facilities.
The project work shall not be considered complete until these items have been addressed. They are:
a. Published punch-list work items must be corrected in a manner acceptable to the Government.
b. As-built drawings and operations manuals must be made available to the Government.
c. The final payment request accompanied by a release of claims form must be made available to the Government.
2.0 PRODUCTS
The work of this project shall be constructed of new products delivered to the job site in their original unopened, undamaged containers. Provide only products manufactured or specifically recommended to match existing installed components.
Whenever available, products, equipment and materials utilized and installed under this statement of work shall comply with the following energy efficient and eco-friendly standards:
a. Energy-efficient (ENERGY STAR® or Federal Energy Management Program (FEMP)-designated);
b. Water-efficient;
c. Biobased;
d. Environmentally preferable (e.g., EPEAT-registered, or non-toxic or less toxic alternatives);
e. Non-ozone depleting; and/or
f. Made with recovered materials.
GSA purchases for products and services must meet sustainable product requirements. Every contractor shall comply with these sustainable product requirements by using products that meet the criteria and standards listed in the PBS Sustainable Product Requirements document at the time of contract award, and or exercise of option modification. The contractor is also responsible for providing sufficient documentation to confirm that the products provided have the required sustainable criteria, upon the Government's request. See attached PBS Sustainable Products Requirements List.
2.1 SCHEDULE SUBMISSION
The contractor shall submit a schedule regarding the work of this project to the Government for review and approval before the work of this project shall begin.
2.2 SECURITY CLEARANCE REQIREMENTS AND INFORMATION
The contractor shall submit a completed Contractor Information Worksheet (CIW) for each employee working on the project to the Zone-D Credentialing Office. In addition, a Requesting Official worksheet must be filled out with each employee working on the contract and sent to the Project Manager for verification. The forms will be provided by the Project Manager, along with further guidance on submittal procedures.
It is the contractor’s responsibility to verify the forms are completed correctly, properly endorsed and dated, and they contain the necessary fingerprint forms. Please note recent history suggests the evaluation of the forms by the Defense Homeland Security Agency (DHS) requires a minimum of nine working days. The actual evaluation time is a function of DHS’s workload. Submit the forms a suitable period in advance of the actual start of work in order to maintain the projected construction schedule. Only those individuals who receive a favorable security response from a DHS will be allowed to work on the project. The submitted security clearance information is maintained in the strictest confidence, and once a favorable report is provided it is valid for a five-year period.
3.0 CODES AND STANDARDS
The contractor shall be responsible for the delivery of a completed project that is operational for its intended use by the building tenants and visitors, fits with its building context and its systems, and its surrounding environment.
The work of this project shall conform to the following codes. They are:
P-100 Facility Standards for the Public Building Service (GSA) UBC Uniform Building Code UL Underwriter’s Laboratory NEC National Electrical Code UMC Uniform Mechanical Code NFPA National Fire Protection Association Title-24 Accessibility Standards, State of California ASHRAE American Society of Heating, Refrigerating and Air Conditioning ADA American Disabilities Act
3.1 WORKING HOURS
The normal hours of operation of the Moss Federal Building are 7:00 AM to 5:00 PM, Monday through Friday, unless stated otherwise. The work requirements of the project will be scheduled during normal hours. The parking lot may be available for contractor use and staging during that time period but must be scheduled with the Project Manager in advance.
3.2 CLEAN-UP OPERATIONS
The project site must be left in a clean condition at the conclusion of each work shift to the satisfaction of the tenant and\or Governing Agencies, whichever is more stringent. Once the project has been completed and accepted by the Government, the project site must be thoroughly cleaned and ready for occupancy or use. Contractor shall employee green cleaning practices whenever possible. Payment for final cleanup shall be considered as included in the various contract items and no additional compensation will be allowed, therefore.
4.0 GOVERNMENT OCCUPANCY
Please note the Government will occupy the Federal Building throughout the entire period of construction.
Cooperate fully with the Government representatives during construction operations to minimize conflicts with normal building operations. Circulation within corridors and access to elevators, stairwells, use of occupancy of office suites, and access to the parking lots shall be maintained. Provide necessary barricades, construction tape, and temporary signage as required to define the project site and redirect circulation flow as conditions require.
5.0 ROLES AND RESPONSIBILITIES
The contractor shall be required to coordinate the current project with other ongoing construction activities at the site.
Coordinate with property manager construction work that may generate noise, airborne debris, and odors within adjacent occupied areas. Do not proceed with such work until the project representatives grant approval for such operations. Disruptive construction operations must be conducted before or after standard business hours.
Coordinate seventy-two hours in advance with the project representatives’ disruption of building systems and utilities. Disruptions to these building elements shall be accomplished before or after normal business hours, and restoration of service must be made not later than two hours before the resumption of the next business day.
Contractor shall submit a list of subcontractors to be used for this project.
Supervision: Contractor shall supervise and direct the efficient performance of the Work in accordance with Contractor's best skill, attention and judgment. Contractor shall be solely responsible for the means, methods, techniques, sequences and procedures of construction and shall be responsible to see that the finished Work complies fully and completely with the Contract Documents.
Labor and Workmanship: Where the Contract Documents refer to particular construction means, methods, techniques, sequences or procedures, or indicate or imply that such are to be used on the Work, such mention is intended only to indicate that the operations of Contractor shall be such as to produce the quality of work implied by the operations described, but that the actual determination of whether the described operations may be safely or suitably employed on the Work shall be the responsibility of Contractor, who shall notify the Government in writing of the actual means, methods, techniques, sequences or procedures which will be employed on the Work, if they differ from those mentioned in the Contract Documents. All loss, damage or liability, or cost of correcting defective work arising from the employment of any construction means, methods, techniques, sequences or procedures, shall be borne by Contractor, notwithstanding that such construction means, methods, techniques, sequences or procedures are referred to, indicated in or implied by the Contract Documents. Contractor shall at all times enforce strict discipline and good order among its employees and shall not employ on the Work any unfit person or anyone not skilled in the task assigned to him.
Materials and Equipment: All materials and equipment incorporated into the Work shall be new, unless otherwise specifically provided in the Contract Documents. Materials and equipment not otherwise designated by detailed specifications shall be of the best commercial quality and shall be suitable for the purpose intended. If required by the Government Contractor shall furnish evidence satisfactory to Government as to the kind and quality of materials and equipment. Any material specified by reference to the number, symbol or title of a specific standard such as that of the American Society for Testing Materials (ASTM), a Product or Commercial Standard, Federal Specification or other similar standards, shall comply with the requirements of the dated revisions stated in the Specifications, or where the Specifications contain no revision date, shall comply with the requirements of the latest revision thereof and any supplement or amendment thereto in effect on the date of receipt of bids. The standards referred to, except as specifically modified in the Specifications, shall have the same force as if they were printed in full context within the Specifications.
Manufacturers' Instructions: All materials and equipment shall be applied, installed, connected, erected, used, conditioned and cleaned in accordance with the instructions of the respective manufacturer, fabricator or processor, unless otherwise expressly provided in the Contract Documents.
Substitute Materials or Equipment: In the event the Specifications or applicable law, ordinances, rules or regulations permit Contractor to furnish or use a substitute equal in quality to any material or equipment specified, and in the event Contractor wishes to furnish or use any such substitute, Contractor shall, prior to the commencement of construction of the Work, make written application to the Government for approval of such a substitute:
a. Certifying in writing that the proposed substitute will perform adequately all functions called for by the general design, will be similar and of equal substance to that specified and will be suited to the same use and capable of performing the same function as that specified;
b. Stating whether its incorporation in or use in connection with the Project is subject to the payment of any license fee or royalties; and
c. Identifying all variations of the proposed substitute from that specified and indicating available maintenance service.
No substitute whatsoever shall be ordered or installed without the prior written approval of the Government, which approval the Government may give or withhold in its sole discretion and which approval the Government may condition upon Contractor's furnishing such other data about the proposed substitute as the Government may consider pertinent and such performance guaranties and bonds as the Government may require, all at Contractor's sole cost and expense.
Provide protection for existing items to remain within work areas.
Properly dispose of all solid, liquid, and gaseous contaminants in accordance with all local codes and regulations.
Comply with all applicable local and state laws, ordinances, and regulation regarding noise control.
5.1 GOVERNMENT PARTICIPATION IN THE PROJECT PROCESS
The Government will participate in the project process in these respects. They are:
a. Review materials submitted by the contractor.
b. Inspect work in progress and convey notice of deficient work items to the Contractor in writing.
c. Provide a final inspection and a final acceptance of the work.
d. Process construction progress (when applicable) and final payments in accordance with contract requirements.
6.0 SAFETY AND HEALTH
All work shall comply with the applicable requirements of 29 CFR 1910/1926 and 40 CFR 761. All work shall comply with applicable local building codes and health requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.
The contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work and shall hold the Government harmless for any action on its part or that of its employees or subcontractors that result in illness or death.
The contractor shall provide all necessary safety equipment and ensure that such equipment and all relevant safety procedures are adequate for contract performance.
6.1 PROJECT PAYMENT
Typically, one payment is made at completion of the project. If this is not adequate, please request progress payments from the contracting officer. Progress payments will be approved on a case-by-case basis.
7.0 WARRANTY
The contractor warrants materials supplied and work provided under this contract are free from defects. The contractor shall remedy at his expense any failure to conform to the specifications, defects in material, and unacceptable workmanship. This warranty shall continue for a period of 1 year from the date of final project acceptance.
