About this file
This document is an Invitation to Bid (ITB) from the Louisiana Office of State Procurement for Mattress Supplies for the Louisiana Department of Corrections - Prison Enterprises. The solicitation (RFx No. 3000024513) seeks to establish a Blanket Order Contract for mattress cores and mattress ticking, with an initial contract period from the award date through December 31, 2025. The state reserves the option to renew the contract for two additional 12-month periods, with a total contract duration not to exceed 36 months. The procurement includes multiple line items for flame resistance treated mattress cores in different sizes (12,000 units across two sizes), densified polyester mattress cores (2,400 units), and various mattress ticking specifications totaling over 170,000 yards. The bid opening is scheduled for May 28, 2025, at 10:00 AM CST, with electronic submissions accepted through the LaGov vendor portal.
The contract will be awarded on a grouped basis to the lowest responsive and responsible bidder(s) meeting all specifications. Bidders must provide detailed product information, including brand, model, size, and technical compliance documentation. Strict product requirements include flame resistance, antimicrobial properties, and compliance with consumer product safety codes. Delivery terms specify 14-30 days after order receipt, with deliveries accepted Monday through Friday, 7 am to 2 pm, excluding holidays. Minimum order quantities range from 1,000 to 20,000 yards, depending on the line item. The state emphasizes that this is a blanket order contract, meaning items will be called for by the agency as needed, with no guaranteed minimum quantities. Pricing must include all freight charges, and unit prices should remain firm for the entire contract period.

Refer to Page 1 in Attachment A - Special Terms and Conditions
This solicitation is to establish a Blanket Order Contract to provide Mattress Supplies as specified for the Louisiana Department of Correctios - Prison Enterprises for an initial period beginning with date of award and ending December 31, 2025. At the option of the State of Louisiana and acceptance by the Contractor, this contract may be renewed for two additional 12-month periods at the same prices, terms and conditions. Total contract time not to exceed 36 months.
Blanket Order Contract:
Items are to be called for by the using agency as needed. No shipments are to be made until the Agency calls or otherwise submits an order for shipment of a specific quantity. Quantities are estimated, and they may be increased or decreased as needed throughout the contract period.
Individual order quantities, when called for, are based on the using agency’s demand at the time of order. Minimum orders may be one unit, unless otherwise stated. A blanket order contract is not a guarantee of any quantity. Unit price should be inclusive of any freight charges. Contractor must be able to obtain and supply the item(s) at their bid price for the entire contract period and within the delivery timeframe provided for on their bid. Unused quantities must not be invoiced and will not be paid.
Blanket Order Delivery The State reserves the right to reject any and all vendors who cannot make delivery within the stated timeframe, as specified in the line(s) of the RFx, from the date the order is called in or otherwise submitted by the using agency.
Method of Award:
It is the intent of the State to award this contract on a grouped basis, to the overall lowest responsive, responsible bidder(s) meeting the specifications, for each group. Otherwise, items will be awarded separately. The State further reserves the right to reject individual items from the award.
