About this file

This is a Request for Proposals (RFP) issued by the City of Carmel Utilities Department in Hamilton County, Indiana for the design of a temporary repair to a 30-inch raw water main damaged during an August 15, 2026 flood. The damaged water main, which normally transports raw water from three southern wells to Water Plant 1 for treatment, lost approximately 200 feet of pipeline when a bridge on Hazel Dell Road failed. The scope of work requires the selected vendor to review the damaged area, determine the length of replacement needed, coordinate with the county to obtain and supplement survey information as necessary, design a temporary water main capable of withstanding winter operations for over one year until permanent bridge and creek restoration is completed, and collaborate with Utility personnel to develop a plan for cleaning and reactivating the main. Proposals must be submitted electronically through the City's e-Procurement Portal no later than 10:00 a.m. local time on Wednesday, September 23, 2026. The proposals will be opened at a public meeting of the Carmel Board of Public Works and Safety on the same date. Questions must be submitted through the portal by 1:00 p.m. on Monday, September 21, 2026. The City intends to engage the selected vendor for an initial six-month term with optional extensions of six months each and reserves the right to terminate the contract with 90 days' written notice or immediately for non-compliance.

Evaluation criteria for proposal selection include experience and capability (25 points), introduction and understanding of project requirements (25 points), past performance and experience with similar work (20 points), staff qualifications (10 points), and project schedule from inception to completion (20 points). Vendors must submit a cover letter signed by an authorized representative, information about subconsultants if applicable, a detailed proposal with pricing information, and a notarized Non-Collusion Affidavit. The City is exempt from federal excise tax and sales tax. All proposals must remain valid and irrevocable for 90 days following the solicitation due date. No payment discounts are specified in the document. Vendors must be registered with the City's Finance Department through the e-Procurement Portal to be eligible for contract award. The City reserves the right to reject all proposals, cancel the solicitation, waive immaterial defects, or award to the vendor whose proposal is determined most advantageous considering price, quality, qualifications, experience, and ability to meet project requirements.
