About this file

This is Addendum 1 to an Invitation for Bids (IFB) issued by the North Carolina Department of Health and Human Services, Division of Employment and Independence for People with Disabilities (DEIPD) for janitorial services at its office located at 214 West Edgerton Street, Dunn, NC. The addendum, dated August 20, 2026, addresses thirteen vendor questions regarding the scope of work and contract requirements. Key operational clarifications include: janitorial services must be performed Monday through Friday after 5:00 PM ET with contractor exit by 4:00 AM ET; an initial transition period will be permitted to bring existing areas to contract standards; Venetian blind washing tasks must be completed the same evening; weekend facility access must be coordinated with the office manager; and background checks and security badging must be completed prior to the October 1, 2026 start date. The solicitation opening date remains August 27, 2026 at 2:00 PM ET, with a mandatory site visit held on August 17, 2026 at 11:00 AM ET.

The addendum clarifies that cleaning chemicals, water-filled mop buckets, and wet mops cannot be stored onsite; only empty mop buckets with clean, rinsed mops are permitted. Paper towel and hand soap dispensers are state-owned building property. The paper towel and supply storage area is designated for paper supplies only, with no onsite chemical storage allowed. No state-preferred vendor for background checks has been designated. The state declined to provide current contract values, incumbent vendor information, or historical labor hour data through this addendum, directing vendors to submit open records requests to public.records@dhhs.nc.gov. The contract term is one year with two optional one-year renewal periods, with award expected in September 2026.
