Bids are due on April 30, 2026, at 1:30 p.m. and must be submitted to the City of Jefferson, Office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri 65101. The contract term is 365 days for completion of all work. The bid packet establishes that all quoted prices must include applicable state taxes to be paid by the contractor. Bidders must provide a bid bond and are required to submit compliance certifications addressing federal lobbying restrictions, nonsegregated facilities, domestic products procurement, American Iron and Steel requirements, debarment and suspension status, business entity authorization documentation, anti-collusion statements, prevailing wage law compliance, and federal work authorization program participation. The project is funded through the Clean Water State Revolving Fund, which imposes American Iron and Steel statutory requirements mandating that all iron and steel products be produced in the United States unless a waiver is granted due to unavailability, delivery delays, or cost increases exceeding 25 percent. A Minority Business Enterprise (MBE) goal of 2.12 percent of the contract value is established, requiring bidders to demonstrate good faith efforts to utilize qualified minority and women-owned businesses as subcontractors and suppliers. Bidders must list proposed subcontractors and major equipment suppliers with manufacturers, and equipment substitutions are permissible only under specified conditions with owner concurrence confirmed by change order.

Potential applicants should contact the Missouri Department of Natural Resources’ Financial Assistance Center prior to completing and submitting this form, unless already directed to do so.
The Missouri Department of Natural Resources receives assistance from the federal government, and the funds provided to a community constitute a sub-agreement. Accordingly, each prospective recipient of a grant, loan, or cooperative agreement and any contractor or subcontractor must agree to fully comply with Executive Order 12549, 2 C.F.R. Part 180, and 2 C.F.R. Part 1532 regarding debarment and suspension.
1. APPLICANT/CONTINUING AUTHORITY: The applicant is the entity that will receive the loan funds, if awarded. One can find the regulatory requirement regarding continuing authority at 10 CSR 20-6.010 (2). Please visit https://s1.sos.mo.gov/cmsimages/adrules/csr/current/10csr/10c20-6.pdf.
A continuing authority’s name must be listed exactly as it appears on the Missouri Secretary of State’s (SoS’s) webpage https://bsd.sos.mo.gov/BusinessEntity/BESearch.aspx?SearchType, unless the continuing authority is an individual(s), government, or otherwise not required to register with the SoS.
Print or type the applicant’s name as well as the project name and number.

“Principals,” for the purposes of this certification, means officers; directors; owners; partners; and persons having primary management or supervisory responsibilities within an entity (e.g., general manager; plant manager; head of a subsidiary, division, or business segment, and similar positions).
The recipient of funding should also obtain a certification from their consulting engineer and prime contractor.
The funding recipient shall also check the status on the System for Award Management (SAM) located online at https://www.sam.gov/portal/public/SAM/.
Each prospective subcontractor should submit a completed certification or explanation to the prime contractor for the project.
