About this file

This is a Statement of Work (SOW) for a Request for Quote (RFQ) issued by the U.S. Coast Guard for HVAC equipment replacement and installation at the Aids to Navigation Team (ANT) Long Island Sound facility located at 120 Woodward Avenue, New Haven, Connecticut 06512-3628. The scope requires turnkey removal and replacement in-kind of three outdoor HVAC condensing units and five interior programmable thermostats, with the contractor providing all labor, materials, equipment, refrigerant, electrical components, controls, supervision, transportation, tools, and incidentals necessary for project completion.

The new condensing units must match existing system tonnage and BTU capacity while meeting or exceeding current minimum SEER efficiency standards and remaining compatible with existing indoor equipment. Installation requirements include new refrigerant line sets if required, filter driers, service disconnects, electrical connections, mounting and vibration isolation pads, and reconnection to existing ducted systems. All refrigerant must be recovered in accordance with EPA regulations with proper documentation provided. Thermostats shall be compatible with installed systems, properly mounted, wired, programmed, and tested. All work must comply with manufacturer specifications, International Mechanical Code, National Electrical Code, EPA refrigerant handling requirements, and applicable federal, state, and local codes. The contractor must be a licensed HVAC contractor with technicians holding current EPA certification for refrigerant handling. Final systems shall be pressure tested, evacuated, charged, and commissioned with verification of correct operation. A minimum one-year warranty on labor and installation is required, with manufacturer warranties transferred to the Government. The period of performance is thirty calendar days from the Notice to Proceed, and a site visit is highly encouraged prior to proposal submission. The Contracting Officer Representative is Coyet Carter (443-760-5034).
