Technical Specifications Summary: Spyglass Hill Road Stormwater Basins 1 & 2 Retrofit and Broad Street Rain Garden

This technical specifications document outlines construction requirements for the Bath Borough Stormwater Authority's Contract No. 26-01, prepared by Colliers Engineering & Design in Allentown, Pennsylvania. The project involves retrofitting two existing detention basins along Spyglass Hill Road and constructing a rain garden on Northampton Area School District property. Spyglass Hill Road Basin 1 requires excavation of 16 inches of soil, scarification of underlying soils, and replacement with engineered soil media infiltrating at 5.0 inches per hour while maintaining an existing 12-inch circular orifice. Spyglass Hill Road Basin 2 requires similar excavation and soil replacement while preserving an existing 6-inch circular orifice, along with relocation of an existing shed and installation of ground protection matting. The Broad Street Rain Garden project includes regrading, removal of 18 inches of soil, replacement with engineered infiltration soil media, installation of a 20-foot spillway, and planting of tall native grasses. All three components require acquisition of borough permits, erosion and sediment control measures, temporary facilities removal, and one-year anniversary inspections. A mandatory pre-bid meeting is scheduled for 10:00 AM on Tuesday, May 12, 2026, at Bath Borough Municipal Building, with sealed bids due by 12:00 Noon on Friday, May 22, 2026.

The specifications establish comprehensive requirements for quality control, submittals, excavation, backfill and compaction, demolition, chain link fencing, concrete work, storm inlet construction, and restoration. The contractor must develop a Quality Control Program within thirty days of Notice to Proceed and designate a full-time on-site Quality Control Manager with minimum ten years of experience in quality control management. All submittal deadlines require documentation within thirty days of Notice to Proceed, with revisions due within fourteen days. Bid security must be submitted in the form of a certified check equal to at least ten percent of the bidder's maximum bid price. The specifications reference Pennsylvania Department of Transportation Publication 408, Pennsylvania Department of Environmental Protection regulations, American Society for Testing and Materials standards, and local borough requirements. The contractor assumes full responsibility for soil erosion and sediment control, traffic management and protection, restoration of disturbed areas, and maintenance of restored areas through the warranty period, including repair, irrigation, and weed control at the contractor's expense.
