Summary of 2026 Vending Machine Concession Services Technical Specifications

This technical specifications document outlines the County of Sussex, New Jersey's request for competitive contracting proposals for vending machine concession services under the New Jersey Competitive Contracting (concessions) process. The County seeks vendor-driven solutions whereby respondents propose vending machine types, product offerings, and service models customized to individual facility needs across seven locations: Division of Social Services, Prosecutor's Office, Fleet/Public Health Nursing, Administrative Building, Judicial Center, Sheriff's Office, and Historic Courthouse. The request encompasses drink machines, snack machines, and combo machines tailored to each facility's workforce size, public access levels, and operational requirements. Vending machines must accept bills, coins, and electronic payments (debit/credit and mobile payment); maintain modern, clean, and energy-efficient standards; and display vendor contact information for customer service. The awarded vendor shall coordinate directly with designated County representatives to evaluate machine types, sizes, configurations, and product offerings, with final County approval required. The contract period is twelve consecutive months from the award date, with the County reserving the right to renew for four additional one-year periods.

The County incurs no cost for vending machine services, with the awarded vendor solely responsible for all furnishing, installation, maintenance, stocking, and removal expenses. Compensation derives exclusively from product sales, though the County may discretionally accept commissions without guaranteeing revenue amounts. Proposals are evaluated on a weighted basis: Management (40%), Technical (40%), and Financial/Value (20%), with evaluation criteria including company experience, permits and licenses, repair procedures, response times, machine inventory, employee capacity, and pricing methodologies. The County reserves the right to award to one or multiple vendors as deemed in its best interest. Respondents must carry comprehensive insurance, including Workers' Compensation ($1,000,000 Employers Liability), General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 Combined Single Limit), and Professional Liability ($2,000,000), with the County named as additional insured. Failure to maintain machines in operational and sanitary condition, respond to service issues, provide non-expired products, or comply with County removal requests constitutes proper cause for contract default and termination.
