About this file

This is a Technical Requirements document for a School Nutrition Management Software System RFP issued by Washington County School District (WCSD) in Utah to replace its legacy child nutrition environment across 50 school sites. The procurement seeks a comprehensive unified solution to replace multiple existing systems including PCS Revenue Control WebPOS/RightNOW, ApplyNow, PayPams, and Nutrikids. The contract term is five years, and vendors must guarantee pricing for 60 days to allow for evaluation and contract award. A single contract award will be made to the responsive and responsible vendor with the highest score as justified by procurement code.

The technical requirements specify mandatory PowerSchool integration using API or SFTP protocols for syncing meal account balances and student demographic information with real-time parent view capabilities in the PowerSchool SIS Parent Portal. The system must provide advanced financial analytics and plate cost reporting capabilities for a 50-site program, including weighted average plate cost calculations, usage variance reporting, and USDA Foods commodity entitlement tracking. The POS system must support offline serving mode with automatic data synchronization upon connectivity restoration and be fully compatible with District-standard Windows 11 laptops with minimum 8 GB RAM, keyboard and mouse input, and generic USB peripherals without proprietary hardware requirements. Proposers must define their hosting model with cloud-hosted (SaaS) options requiring SOC 2 data center security and 99.9% SLA uptime guarantees, or self-hosted (on-premise) options requiring detailed hardware specifications for 50-site deployment with minimum application/web server requirements of 12GB RAM and database server requirements of 72GB dedicated SQL RAM. Remote support and maintenance methods must comply with a least privilege access model with permanent backdoors prohibited.

TECHNICAL REQUIREMENTS

1. PowerSchool Integration (API & SFTP)

· Unified Sync Method: The system must utilize the same communication protocol (API preferred, or SFTP) for syncing Meal Account Balances as it does for student demographic information.

· Real-Time Parent View: Account balance updates (deposits and purchases) must be pushed to the PowerSchool SIS Parent Portal in real-time to ensure families have immediate visibility.

· Automated Imports: Daily automated sync of student photos, household groupings, and language preferences.

2. Financial Analytics & Plate Cost Reporting The system must provide an advanced financial suite to manage a 50-site program:

· Weighted Average Plate Cost: Ability to calculate costs based on actual student selections and current bid pricing.

· Usage Variance: Automated reporting that flags the gap between food deducted from inventory and food recorded as sold at the POS.

· Net vs. Gross Cost: Tracking of USDA Foods (Commodities) entitlement value to show plate costs with and without commodity values applied.

3. Point of Service (POS) & Serving Line

· Offline Serving Mode: The POS must allow for full meal service during local network outages and automatically "sync up" data once connectivity is restored.

· Hardware & Input Compatibility: The POS software must be fully compatible with District-standard Windows 11 laptops (minimum 8 GB RAM).

· Input Requirements: As WCSD utilizes non-touchscreen laptops, the software must be optimized for and fully functional with keyboard, mouse, and generic USB 10-key pads. * Peripheral Support: The system must support generic USB scanners without requiring proprietary hardware or vendor-specific drivers.

HOSTING & TECHNICAL SPECIFICATIONS

Proposers must clearly define the technical requirements for their proposed hosting model(s):

Option A: Cloud-Hosted (SaaS)

· Provide details on data center security (SOC 2), uptime guarantees (99.9% SLA), and disaster recovery plans.

Option B: Self-Hosted (On-Premise)

· Proposer must provide a detailed hardware footprint for a 50-site deployment.

· WCSD Infrastructure Check: The proposer must state if their requirements exceed the following baseline:

· Application/Web Server: 12GB RAM.

· Database Server: 72GB Dedicated SQL RAM.

· Detail the process for pushing USDA rate updates and software patches to a District-owned server environment.

· Proposer must detail the methods used for remote support/maintenance and how these methods comply with a 'Least Privilege' access model. Permanent 'always-on' backdoors are prohibited.
