About this file
This is an E-rate Request for Proposal issued by Tacoma School District 10 in Washington for E-rate Funding Year 2026, Category 2 (Hardware and Cabling). The district is seeking quotes for networking equipment, wireless access points, cabling, uninterruptible power supplies, fiber transceivers, and switches to support 58 schools and 5 additional buildings. Specific quantities include 2 Aruba 6405 switches (or equivalent), 1,580 Aruba AP 635 access points, 100 Aruba AP 655 access points, 25 Tripp Lite UPS units, 220 long-range fiber transceivers, 950 short-range fiber transceivers, and various Aruba CX series switches in quantities ranging from 50 to 100 units. An optional fiber cabling replacement project is identified for Lincoln High School (701 S. 37th St., Tacoma, WA 98418). A non-mandatory site walk is scheduled for December 18, 2025, at 3:00 PM, with a mandatory wiring walk-through on December 19, 2025, at 2:00 PM at Lincoln High School. Questions regarding the RFP must be submitted by January 6, 2026, at 2:00 PM through the Bonfire electronic bid management system, with addenda issued by January 9, 2026. All proposals must be submitted via the Bonfire portal no later than January 15, 2026, at 2:00 PM. Contract dates for non-recurring services run from April 1, 2026, through December 31, 2027, with permitted extensions up to 36 months.
Pricing must be submitted in Excel format with itemized unit pricing clearly separating E-rate eligible and ineligible costs. The district reserves the right to award contracts in whole, in part, or by individual item to single or multiple vendors based on the most cost-effective solution. Funding is contingent upon approved E-rate funding from the Services, List, and Devices (SLD) program and appropriation of matching funds; the district may scale back projects if required funds are not available. Service providers must offer the lowest corresponding price charged to similarly situated non-residential customers and will be required to provide installation, testing, training, asset tagging, inventory management, and a one-year warranty. The bid evaluation matrix weights pricing at 25 percent, with additional criteria including quality of technical response (20%), compatibility with existing infrastructure (15%), total cost of ownership (15%), prior vendor experience (10%), support and service (10%), and references (5%). Proposals must include completed Service Provider Qualification Forms, Service Provider Assurance Forms, prevailing wage and suspension/debarment certifications, and cabling requirements forms if applicable. The district's primary E-rate contact is Ron Tiedman (rtiedem@tacoma.k12.wa.us), with secondary contacts Minh Nguyen and Brendan Hall, and procurement inquiries directed to Lori Adams in the Purchasing Department (Ladams1@tacoma.k12.wa.us; 253.571.3396).

A District evaluation team will judge written submissions against these criteria. The evaluation team may, but need not, invite supplementation of the written submissions via oral interviews with the top-rated vendor or vendors. In this event, the oral interviews will have an additional point rating. These interviews will be conducted in order to discuss the proposals submitted and to evaluate company expertise, qualifications, operations and services deemed by Tacoma School District to be in its best interests. Different rating criteria will be used to evaluate finalists in the interview process. Cost/Pricing will continue to be the most heavily weighted criteria, as required by E-rate regulations.
