About this file
This is a Scope of Work and Request for Quotes issued by the State of Utah Division of Purchasing, conducted by the Department of Natural Resources Division of Wildlife Resources, for the procurement of artificial fish habitat structures to be deployed in Jordanelle Reservoir. The project aims to enhance fish habitats within the Provo River arm of the reservoir by strategically placing PVC-type artificial structures to improve angler catch rates and support fish recruitment. The state requests the following quantities: 20 Mossback Safe Haven Kits, 15 Mossback Safe Haven XL Kits, 20 Mossback Trophy Tree Kits, 35 Mossback Trophy Tree XL Kits, 10 Mossback Root Wad Kits, and 15 Mossback Fry Fortress structures. The structures are designed to provide habitat for both larval fish (greater than 4 inches in total length) and adult fish (greater than 8 inches in total length), with varying specifications including height requirements ranging from 40 to 63 inches when deployed, width capabilities between 7 and 9 feet, and individual habitat elements ranging from 27 to 80 per structure depending on the kit type.
The project addresses documented concerns including declining Yellow Perch populations, poor growth rates of smallmouth bass, and insufficient deep water habitat during seasonal draw downs. All habitat structures must be constructed from textured, recycled, decay-resistant material suitable for algae growth, feature snag-resistant limbs arranged in a "V" shape to collect sediment and encourage macrophyte growth, and require minimal assembly. The Request for Quotes requires vendors to submit a cost sheet for evaluation based on responsiveness and compliance with specifications outlined in the RFQ. Multiple or alternate quotes from a single bidder will not be accepted; only the primary bid will be considered. Any exceptions to the RFQ specifications must be protested in writing to the Division of Purchasing prior to the closing date. The state reserves the right to solicit additional quotes via email, phone, or other methods as permitted under the Utah Procurement Code.

Scope of Work for Contract #JF26-74 Attachment :
Introduction This project aims to create and improve habitats within portions of Jordanelle Reservoir. Using various artificial PVC-type structures, we plan to increase habitat in the Provo River arm of, Jordanelle Reservoir to improve angler catch rates and provide habitat for both larval and adult fishes.
Background Performing this work stems from a recent angler survey (Creel Survey) that highlighted angler frustrations with the lack of fish habitat. Additionally, recent fisheries surveys have shown decreasing Yellow Perch numbers, an important forage fish, along with worsening size structure of small mouth Bass. Recent mapping and surveying of the water bodies have shown that there is minimal deep water habitat for both Larval and adult fish to live and grow during seasonal draw downs. Improving this habitat allows larval fish tv survive in safe places and recruit to the system, while also providing adult fish with areas to hunt and feed.
Scope of Work Our objective is to strategically place these artificial habitat structures in highly used and approved areas within the Provo River arm of Jordanelle Reservoir to provide opportunities for both anglers and forage fish recruitment. Biologists rely heavily on natural reproduction to maintain sustainable populations of these fish, which is why habitat enhancement is crucial to supporting it. Additionally, poor growth rates of small mouth Bass indicate a Lack of food available at important early l i f e stages.
Requirements Materials needed are as follows:
1) Artificial Habitat for young of the year fish >4" total Length. Individual structures must be no taller than 40" wizen deployed and be capable of being no less than 7' in width when deployed, have no Less than 50 individual habitat elements per structure, with cover elements arranged generally horizontally for maximum overhead cover. The limbs should be capable of expanding the structure from 72" in width to I02" in width and weigh 60 lbs. when assembled. The structure should require minimal assembly and have the limb material (not including anchoring system) be comprised of a textured, recycled, decay-resistant material suitable for algae growth. Additionally, the limbs should be generally snag-resistant to minimize angler conflict. Limbs should be in a “V" shape to collect sediment and encourage macrophyte growth. Products comparable to Mossback Safe Haven Kit.
2) Artificial Habitat for young of the year fish >4" total length. Individual structures must be no taller than 63" when deployed and be capable of being no less than 9' in width when deployed, have no less than 80 individual habitat elements per structure, with cover elements arranged generally horizontally for maximum overhead cover. The limbs should be capable of expanding the
