About this file

This is a Request for Quotes (RFQt) specifications document issued by the City of Fort Worth Purchasing Division for Landscape Irrigation Services to be provided to the Water Department on an as-needed basis. The City seeks qualified bidders to provide landscape irrigation services meeting or exceeding Texas Commission on Environmental Quality (TCEQ) standards and best practices. Services must be available 24 hours per day, 365 days per year, including non-emergency and emergency response capabilities. The contractor must maintain an adequate number of TCEQ-licensed or certified employees. The initial contract term is one year, with the option for up to four additional one-year renewal periods, contingent upon both parties providing 90 days' notice of non-renewal intent. The solicitation does not specify item quantities, as this is an indefinite quantity contract based on actual City needs.

Pricing will be evaluated on a lowest responsive and responsible bidder basis, with prices remaining firm throughout the contract term including all freight and delivery costs. The City reserves the right to make multiple awards and may add additional services of the same general category based on the bidder's submitted discount and pricing sheet. Vendors must submit detailed, itemized cost estimates at no charge, with labor, materials, and rental costs separated. Mark-up percentages on materials and parts are subject to approval based on bid solicitation requirements. The City reserves the right to purchase repair parts from existing annual agreements if costs are lower than the contractor's estimate when repair parts exceed $1,000. All invoices must be submitted electronically to the centralized Accounts Payable department with payment terms of Net 30 days following direct deposit registration. The solicitation is subject to the City's Small Business Program under Chapter 21 of the Fort Worth Code.
