About this file
This is a Request for Quotes (RFQ) specification document issued by the City of Fort Worth Purchasing Division for chlorine tank inspection services required by the Water Department. The City seeks qualified bidders to provide periodic testing and inspection services for nine liquid chlorine bulk storage tanks located at Rolling Hills Water Treatment Plant, Eagle Mountain Water Treatment Plant, and Village Creek Water Reclamation facility on an as-needed basis. The scope of work includes verifying hydrostatic testing at 1.5 times design pressure with one-hour hold time, performing ultrasonic thickness measurements on tank shells and heads, conducting visual internal physical inspections with photographic documentation, observing dry purge and dewpoint checks to minus 40 degrees Fahrenheit or lower, and submitting comprehensive reports with all test data and inspection observations. All physical work such as emptying, cleaning, filling, pressurizing, and de-pressurizing will be performed by City staff, with the contractor responsible for verification and inspection activities. A certified pressure vessel inspector must conduct all inspections in accordance with ASME Boiler and Pressure Vessel Code requirements and Chlorine Institute Pamphlet 5 standards. The work must be completed within 180 calendar days from the notice to proceed, with only two tanks inspected simultaneously at any single facility due to operational constraints. The contract term is one year with up to four one-year renewal options available unless either party provides 90 days' notice of non-renewal.
Award will be made to the lowest responsive and responsible bidder whose bid price is reasonable and in the City's best interest, with the City reserving the right to make multiple awards or reject bids from vendors with previous performance issues. Pricing shall remain firm for the contract term and include all freight and delivery costs, though vendors may request annual price adjustments of 90 days before renewal periods with documented proof of cost increases. Payment terms are Net 30 Days, and successful bidders must register for direct deposit prior to providing services and submit invoices electronically to the centralized Accounts Payable department. Bidders must submit completed RFQt-01 Forms, a completed Bid Table, and a Small Business Enterprise Certificate if applicable. The solicitation is subject to the City of Fort Worth Small Business Program under Chapter 21 of the City Code, and no specific response deadline, site visit requirements, or bidders' conference details are provided in this specification document.
