About this file
This specification document is issued by the City of Fort Worth Purchasing Division and outlines requirements for racetrack rental services to support the Police Department's training needs on an "as needed" basis. The City seeks a qualified bidder with a minimum of two years' experience operating a motor racetrack to provide facility access and staffing. The racetrack must meet specific technical requirements, including a minimum one-mile track length with 40-foot-wide lanes, six turns (three exceeding 90 degrees), multiple elevation changes, and a 70-80 MPH straightaway capability. The facility must be located within 50 miles of the Bob Bolen Public Safety Complex in Fort Worth, Texas, and remain available Monday through Friday from 9 a.m. to 5 p.m. during regular business hours. Required staffing includes a Track Operations Manager and on-call maintenance and mechanical support personnel. The initial contract term is one year with the potential for four one-year renewals, provided either party provides 90 days' notice of non-renewal. No specific response deadline, bidder's conference, or award date is provided in this specification document.
Pricing shall be submitted on the provided bid table (BT-04CQ), with all fees and charges included in unit costs and no additional costs permitted. The City reserves the right to award to the lowest responsive and responsible bidder and may make multiple awards if deemed in its best interest. Price adjustments are permitted only on an annual basis in conjunction with contract renewal, subject to 90 days' advance written notice and documented cost justification. Successful bidders must register for direct deposit payments prior to service delivery and submit invoices electronically within Net 30 payment terms. The solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025, and bidders must acknowledge the Draft Vendor Service Agreement without exception. Documentation of racetrack operational experience and any scheduling limitations must be submitted as part of the bid packet through the electronic bidding platform (Euna/Bonfire).
