About this file
This is an Offeror Response Workbook for the City of Columbus, Ohio, Department of Building and Zoning Services (BZS), solicitation RFQ031874 for fee study and cost recovery consultation services. The City seeks a qualified consultant to conduct a comprehensive review of the department's fee structure and business environment and develop a fee model meeting departmental goals. The project scope includes reviewing the current fee structure, business practices, state tax obligations, revenue sharing agreements, and peer municipality comparisons; analyzing historical and projected expenses; conducting interviews with senior staff; providing an accepted fee plan to the executive team; recommending best practices; and delivering a user-friendly fee model for future adjustments. The workbook requires offerors to submit responses in Excel format by a deadline of December 18, 2026 (the City's target full acceptance date), with answers to all submitted questions available by 3:00 p.m. on Friday, April 10, 2026. The response workbook comprises eleven tabs covering offeror information, subcontractors, terms and conditions, core competencies, project team qualifications, references and prior city engagements, project approach, specifications and requirements, and cost and solution pricing details.
The evaluation criteria total 100 points, with weighted scoring across seven categories: Offeror Ability (10 points), Competency (20 points), Past Performance (10 points), Service Approach (20 points), Quality and Feasibility (20 points), Cost (10 points), and Response Clarity and Efficiency (10 points). The City is currently funded through both the General Fund and the Development Services Fund (Special Revenue Fund), with anticipated 2026 revenue of approximately $40 million to the Development Services Fund and an additional $4.5 million from the General Fund, supporting 278 budgeted full-time equivalents. The department's overarching goals include supporting the private development industry while promoting equity and inclusion, recovering costs, maintaining competitiveness with peer municipalities, and accumulating and maintaining a fund balance sufficient to cover three to six months of upcoming expenses. The fee model must be based on software currently utilized by the City of Columbus, excluding MS Access, and must allow for easy adjustments, analysis, tracking, publication, and future modifications as organizational needs change.

| For proposals to be considered responsible, this workbook MUST be completed, and submitted in Excel format (no other formats). |
| Cells shaded | Required | are for required offeror response. |
| Some answers can be lengthy, and/or require charts, diagrams or other pictorials. Such response content may be included in a separate "attachment." For ease and organization, one file (rather than multiple) is recommended for all such content. When response extends out to such an attachment, please tell us where to look -- references (filename, page, ref point) need to be included within this workbook pointing to said content. While not required, we recommend references in the opposite direction as well (from attachment back to this workbook). To facilitate evaluation, all short, concise responses must be recorded within this workbook -- do NOT place all answers/responses within the attachment and leave this workbook blank. |
Cells shaded Optional are for optional offeror response information within attachments.
| Other than the green and orange shaded cells as described above, do not modify any other content. | |
| For ease of referencing, note that item numbers are simply the tab number concatenated with the Excel row number. | |
| No Proposal Reply | |
| To assist us in obtaining feedback regarding the quality of our Request for Proposal, we ask that each firm that has received an invitation, but does not wish to propose, state their reason(s) below and return it to us. |
This information will not preclude receipt of future invitations.
Unfortunately, we must offer a "No Proposal" at this time because:
Offeror name:
We do not wish to participate in the proposal process.
We do not wish to propose under the terms and conditions of the RFP document. Our Objections are:
We do not feel we can be competitive because...
We do not provide the services on which the Proposals are requested.
