About this file
This is Addendum 1 to RFP-2025-736-DFA-ID issued by the City of Albuquerque Department of Finance and Administrative Services Purchasing Division for Drug and Alcohol Testing Services. The addendum addresses nine questions submitted by prospective vendors and clarifies key requirements for the five-year contract. The City requires vendors to provide on-site collection services at City Hall within the Employee Health Center during standard business hours and maintain a location for after-hours collections. The City currently utilizes an electronic test ordering system for all drug tests and expects vendors to be compatible with this system. During calendar year 2025, the City conducted 480 anabolic steroid tests among approximately 3,800 safety-sensitive employees. The proposal deadline is February 4, 2026, at 4:00 p.m. Mountain Time through the City's eProcurement system, and offerors must acknowledge receipt of this addendum in the system or risk having their response deemed non-responsive.
The addendum clarifies that all four documents referenced in Section 1.11 of the RFP must be reviewed as they contain relevant information regarding requirements, terms, and conditions. Vendors may submit redlined versions of the Scope of Services but should note that the City's receipt of exceptions does not constitute acceptance of any requested changes to Required Contract Terms. The City will consider qualified submissions regardless of the offeror's geographic location, including vendors based outside New Mexico. Personnel charts must include specific task assignments and hours dedicated to each task. Quest Diagnostics currently provides collection services for the City, and the procurement seeks to solicit proposals from exceptionally qualified vendors experienced in providing drug and alcohol testing in compliance with Federal Department of Transportation regulations and the City's Substance Abuse Policy.
