Summary of E. Lincoln Ave Watermain Replacement Project Manual
This is a Project Manual containing the complete Contract Documents for the E. Lincoln Ave Watermain Replacement project issued by the Gettysburg Municipal Authority in Adams County, Pennsylvania, with engineering services provided by Buchart Horn, Inc. The project involves the replacement of approximately 2,095 linear feet of water mains ranging from 4 to 8 inches in diameter, installation of water service connections, gate valves, tees, elbows, couplings, joint restraints, and associated appurtenances including fire hydrants, sewer laterals, and concrete sidewalk repairs. The scope also includes abandoned sewer line removal with flowable fill, new sewer lateral connections, and PennDOT and Borough paving restoration totaling approximately 1,430 square yards. Two alternate bids are included for mill and overlay paving on PennDOT roads (3,600 square yards) and Borough roads (2,500 square yards). Sealed bids will be received via the PennBid Program (pennbid.bonfirehub.com) until Thursday, June 11, 2026, at 2:00 p.m. local prevailing time, with public bid opening immediately following. A mandatory prebid conference is scheduled for Friday, May 29, 2026, at 10:30 a.m. at the Gettysburg Municipal Authority Office (424 East Middle Street, Gettysburg, PA 17325). The contract time is 160 consecutive calendar days from the Notice to Proceed, with substantial completion required within this timeframe.
Bidders must submit bid security equal to 10 percent of their bid price and acknowledge receipt of all addenda. The project is classified as Public Works under the Pennsylvania Prevailing Wage Act, requiring compliance with applicable prevailing wage rates. Liquidated damages are set at $1,500 per calendar day for delays beyond the contract completion date. Performance and Payment Bonds, each equal to 100 percent of the contract bid price, are required prior to contract execution. A one-year warranty period applies to all work, extending to two years for work affecting street, road, and highway facilities. Bids shall remain irrevocable for 60 days after opening unless award is delayed due to governmental agency approval, bond sales, or grant awards, in which case the irrevocable period extends to 120 days in compliance with Pennsylvania Act 317 of 1978. The Bid Form requires unit pricing for 43 base bid items plus two alternate bid items. No specific total project budget or award value is stated in the Contract Documents; final contract amount will be determined through the competitive sealed bid process based on unit prices and estimated quantities provided.

C. B. The Non-collusion Affidavit must be executed by the member, officer, or employee of the Bidder who makes the final decision on prices and the amount quoted in the bid.
C. Bid-rigging and other efforts to restrain competition and the making of false sworn statements in connection with the submission of bids are unlawful and may be subject to criminal prosecution. The person who signs the affidavit should examine it carefully before signing and assure himself or herself that each statement is true and accurate, making diligent inquiry, as necessary, of all other persons employed by or associated with the Bidder with responsibilities for the preparation, approval or submission of the bid.
D. In the case of a bid submitted by a joint venture, each party to the venture must be identified in the bid documents and an affidavit must be submitted separately on behalf of each party.
