Previously Asked Questions and Answers:

1. Will BAFB provide a forklift to help remove heavy grating from OWS?

No, a forklift is not needed.

2. How often have the separators been cleaned in the past?

Typically, separators are cleaned two times per year.

3. Have there been any releases of any Jet A or Fuel Spills into any Separators?

No knowledge of any prior releases.

4. Are the OWS manways easy to open or do any bolts need to be grinded off?

Manways/access points are relatively easy to access. No bolts need to be grinded.

5. Is there an active waste approval for Webster Parish Landfill?

Yes.

6. Is there one approval or multiple?

One approval.

7. Who is responsible for that profile and approval?

Barksdale AFB.

8. How much time is required to schedule loads into Webster?

Scheduling shall be done through Webster Parish Landfill.

9. What specific type of sand and pavers need to be used to rehabilitate the drying beds?

No specific type, just as long as it is sand. Clay/sand mix shall not be used and is unacceptable for use. Pavers shall not be constructed of plastic material.

10. Does all waste need to be unloaded into the East or West drying beds, and then reloaded and taken to landfill?

No.

11. For the oils and greases that they do not want in the drying bed, where are those to be taken?

Webster Parish landfill.

12. What is the period of performance?

Period of Performance is TBD after contract is awarded. Service is bi-yearly, so two cleanings will be required per year.

13. How many days?

In the past, contractors have only needed one work week to service all OWS, per service event.

14. What are beginning and end times?

Duty hours are normally 0800-1700, Central Time Zone.

15. How many days/hours has this taken in the past?

See response to Question 13.

16. What are the sizes and weight of the pavers?

Pavers shall be of routine size (dimensions in the PWS) and composition found at "big box" DIY stores. Plastic pavers shall not be authorized or suitable.

17. What is required to move them?

Not enough information to provide a response.

18. Who is the incumbent for this project?

There were multiple incumbents for this project.

19. How would you evaluate the incumbent on a scale of 1-10? 10 being the best.

One of the incumbents (ASI) would be rated at "10.” The others did not have enough recorded performance to achieve a rating any higher than a "5."

20. We understand we are responsible for transportation costs of the drying bed wastes to the landfill. Will Maxum also be responsible to pay for drying bed waste disposal at Webster Parish Landfill? Or will USAF pay the disposal costs?

Offeror is responsible for all disposal costs.

21. To prepare the annual Special Waste Profile at Webster Parish Landfill, will Maxum be responsible for collecting the waste profile samples, and for the lab analysis costs for these samples?

The Government will provide the waste profile.

22. Per page 1 of the Combined Synopsis document, pricing should be submitted for Items 0001 through 4001 (Bi-Yearly Oil/Water Separator Cleaning). Where should we include the pricing to clean and rehab the drying beds (on an as needed basis, usually yearly)? Should we include 1 yearly drying bed cleaning/rehab (of the 4 drying beds) in the line items for the bi-yearly oil/water separator cleaning? Or should we add a separate line item for drying bed cleaning/rehab?

23. For the oil-water separator cleaning, we are trying to determine if we need to supply the water used with a pressure washer. Are there sources of water (to supply a pressure washer) available for us to use near the oil/water separators?

Offerors should plan to have their own water.

24. It is our understanding from the scope of work that (a) uncontaminated liquids may be off loaded at the base at a location designated by base personnel; (b) contaminated water, sludge, grit chamber sand, and debris will be off-loaded at the drying beds; and (c) drying bed sand/debris will be transported to Webster Parish Landfill for disposal. Is this correct?

Partially incorrect. Uncontaminated liquids may be off-loaded at the drying beds. Drying bed material shall be transported to Webster parish Landfill. Contaminated liquids shall be removed from Barksdale AFB and disposed at an authorized location meeting all Federal, State, and local regulations regarding such materials.

25. Does the scope of work include off-site disposal of any liquid or sludge wastes? Or will all liquid and sludge wastes be off-loaded on site to either the drying beds or another designated area?

Off-site disposal of wastes shall apply to contaminated materials. Uncontaminated wastes may be off-loaded at the drying beds.
