PERFORMANCE WORK STATEMENT
FOR
OIL/WATER SEPERATORS AND GRITS CHAMBERS
1. Services
1.1. The contractor shall furnish all parts, labor, tools, materials, transportation, facilities, and supervision to clean oil/water separators, grit chambers, and drying beds at Barksdale AFB, Louisiana. All oil contaminant material collected from the included infrastructures shall be removed from Barksdale AFB and disposed of at an authorized location, meeting all Federal, State, and local regulations regarding said materials. Uncontaminated water collected from the infrastructures may be off-loaded at a location on base designated by base personnel.
1.2. The following locations are identified for service, as requested. Oil/water separators and grease traps are normally serviced two times per year. Additional occurrences and areas may be added as needed by contract modification to meet the mission requirements of Barksdale AFB.

1.3. Oil water separators and grit chambers shall be considered cleaned when all material
(liquids and solids) have been removed from the respective chamber.
2. The drying beds are designed to dewater oil/water separator (OWS) sludge, wash rack grit chamber sand and debris, and lift station water and debris collected from periodic maintenance and cleaning. Oil and grease from OWS cleaning shall be kept to a minimum. No other process wastes shall be allowed to be placed in the drying beds without coordination with the
Environmental Program Manager, (318) 456-2770, and the Utilities Foreman, (318) 456-8919.
2.1. The two left (west) beds shall be used to dewater lift station water and debris. The two right
(east) beds shall be used to dewater OWS sludge, and sand, and debris from wash rack grit chambers.
2.2. The drying beds shall be cleaned and rehabilitated on an as needed basis (usually every 12 months), with scheduling for cleaning and rehabilitation coordinated with 2 CES/CEIEC. Sludge and sand removed from the drying bed shall be transported to the Webster Parish Landfill.
2.2.1. In order to dispose the drying bed waste at the Webster Parish Landfill, a Special Waste
Profile shall be approved annually. The non-hazardous manifest will need to be received from the base Environmental Element prior to disposing of drying bed waste at the landfill.
2.3. The contractor shall then rehabilitate the drying beds to their original designed state as described.
2.3.1. The Drying Beds located on Range Road just past Flat River consist of four cells each are approximately 25’L x 15’W x 6’D. The surface shall be sloped to the center along the long axis.
(See Attachment: Drying Bed Design) Perforated 6” PVC pipes are positioned lengthwise along the center of two beds and attached to a sanitary sewer. The pipe is covered with filter material and about 2 feet of medium size gravel. Another layer of filter material covers the gravel and about 12 inches of concrete grade sand tops that. Finally, fifteen 24” x 24” x 2” splash blocks shall be positioned on top of the sand in three rows of five centered on the long axis of the pit.
2.3.2. The contractor shall ensure only 12 inches depth of sand material is removed from the drying beds during the rehabilitation process. See Attachment 1 for details.
